1. Consent Agenda
a. Emergency Purchase – Digital Recording System – Police – Acorn
Recording Solutions - $17,747
b. Report of Bids Awarded by Staff – May 2013
c. Workout Agreement – Read – 7 J Birch Hill Estates
Gallant moved, Sprague second, approved.
2. Bids/Purchasing
a. Canal Fill/Wildlife Abatement – Airport – Sargent Corporation - $1,838,482
Finance Director Cyr states this is an airport improvement project that will be done at
the airport. The recommendation is to award the bit to Sargent Corporation, who is the
low bidder. This project is similar to the trench drain ASR mediation reviewed at the
last meeting. Funded 90% federal funds, 5% state funds and 5% from airport funds.
Sprague moved, Nealley seconds, approved to send to full Council since it is over
$100,000.
b. Request to Waive Bid Process – Fire – SRT Paramedic Tactical Vests -
$14,208
Finance Director Cyr states the EMT and Fire personnel of the SRT team will be
outfitted with the vests like the police personnel were previously from the only
distributor around, Riley’s. Funding is available through our Homeland Security Grant.
Sprague moved, Baldacci seconds, approved.
c. ** Emergency Purchase – A/C Compressor – WWTP – Penobscot
Temperature Control - $12,598**
Finance Director Cyr states the unit at our treatment plant would not start up last week.
Service provider stated to fix it would cost about $9,000 since it’s a Freon based
system. Maintenance provider found a unit in MA that is non-Freon based for the cost
of $12,598 which includes installation costs and can be here this week. We can’t wait
the normal 10-12 week lead time needed to purchase one that has to be built to
specification.
Sprague moved, Baldacci seconds, approved.
3. Review of Debt Policy
Finance Director Cyr states this item comes about for a few reasons. The City currently
has a debt policy that was established back in 1994/1996. The Debt Policy reiterates
the State Statute and Charter. Basically the new policy reiterates the old policy but all
can be found in one place.
Councilor Baldacci asks about the City’s credit rating. Finance Director Cyr states the
City’s credit rating has remained stable overall this past decade. Our rating hasn’t been
downgraded. Our ratings and official statements from different rating agencies are on
the website.
No action needed.
Councilor Sprague asks that it be put on our website for the public.
