1. Executive Session – 1 MRSA §405 (6)(E) – Workers Compensation
Settlement (Session to be held in City Manager’s Office)
2. Open Session – Workers Compensation Settlement Recommendation
3. Consent Agenda
a. Resolve 13-059, Accepting & Appropriating WIC Nutrition Grant Funds
b. Resolve 13-074, Accepting & Appropriating STD Clinic/HIV Grant Funds
c. Resolve 13-075, Accepting & Appropriating Shelter Plus Care Grant Funds
d. Order, Accepting & Appropriating VetCorps Funding in the Amount of $6,000
per year
Council Chair Durgin(filling in for Baldacci) moved to adopt consent agenda, it was
seconded and approved.
4. Bids/Purchasing
a. Vehicle Lease – Health & Community Service Grants – Quirk Ford - $13,506
Durgin moved staff recommendation, it was seconded and approved.
b. Refinish Concrete Floors – Airport – Copia Specialty - $189,700
Finance Director Cyr said that this will cover refinishing concrete floors in 3 areas
of the airport, all part of C&L Aerospace improvements. $42,900 of the
$189,700 will be paid for by tenants.
Sprague moved staff recommendation; it was seconded by Durgin and approved.
c. Cemetery Maintenance – Public Works – Bangor Lawn - $43,273
Councilor Gallant noted that he has a possible a conflict of interest with this item
because he owns the Lawn Business involved in this bid. It was moved that
Councilor Gallant has a conflict, it was seconded and Gallant left the room.
Chair Blanchette disagreed with the idea of contracting with a current City
Councilor due to anticipated citizen concerns. Other councilors at the meeting
felt that Gallant is a business owner, the bidding was done in the same way as
any other bidding process and Bangor Lawn was the lowest bidder. This will
save $69,000 from the Public Works budget.
This bid is awarded for 3 seasons, with a revision allowing for cancellation of the
contract with a 30 day notice.
Nealley moved staff recommendation, it was seconded by Durgin.
It was doubted by Blanchette therefore a vote was taken which resulted 3 to 1 in
favor of awarding the Cemetery Maintenance contract to Bangor Lawn.
d. Sole Source – Pole & Push Camera – WWTP – JF McDermott - $24,750
Cyr explained that this is camera will snake into the lines for recording purposes
and is within the WWTP budget. Durgin moved staff recommendation; it was
seconded by Durgin and approved.
5. Presentation of FY 2012 Audit by Runyon Kersteen Ouellette
A power point presentation was given by Jen Conners, audit manager and Roger
Labreau, partner with Runyon, Kersteen & Ouellette on the Bangor audit.
Finance Director Cyr said that she attends a School Committee meeting to report
results of the audit, particularly as it impacts the School Department.
