1. Bids/Purchasing
a. Emergency Services Radio Amplification System – Cross Insurance Center –
Whitten’s 2 Way - $64,823
Finance Director Cyr states that this is a new requirement for new construction over a
certain size in the City of Bangor and required by our Code of Ordinance. Basically they
are repeaters so fire and police officers inside are always able to communicate with
each other as well as back to dispatch. It’s a safety issue. The recommendation is to
award the contract to Whitten’s 2 Way in the amount not to exceed $64,823.
Councilor Nealley moved staff recommendation, all agree, approved.
b. Building 195 HVAC Upgrades – Airport – Radigan Mechanical – $159,400
Finance Director Cyr states that the City received 9 bid responses. HVAC is a dual fuel
burner so we have options depending on pricing fluctuations. Staff recommendation is
to award the contract to the low bidder, Radigan Mechanical, in the amount not to
exceed $159,400. If there is any money left over of the $500,000, the 25 ton air
handler will be replaced at that time.
Councilor Gallant asks if we’ve worked with Radigan Mechanical before. Cyr states that
we have not but Luc Dionne, building maintenance supervisor at the Airport, has vetted
all bidders and was very happy with Radigan and we will be working with them as well
at staff level for a much smaller unit.
Councilor Baldacci moved, Councilor Gallant seconds, approved.
c. Finson Road Bridge Replacement – Engineering – Lou Silver - $222,525
Finance Director Cyr states the Finson Road Bridge is close to being weight & travel
restricted. Staff recommendation is to award the contract to Lou Silver in the amount
of $222,525. The replacement of the Ohio Street Bridge is on the 2014 budget and
staff recommends lowering that amount and adding it to the replacement of the Finson
Road Bridge.
Councilor Durgin asks if there is any State funding in this project and Cyr states no, it is
all City funded.
Councilor Blanchette asked Director of Public Services Art Morgan if Finson Road, which
is a connector road, will be closed down completely or if 1 lane would remain open.
Director Morgan states that the GC feels that closing the road would expedite the work
as well as be better for safety and he agrees. Councilor Blanchette wants to be sure
the residents on that road have significant notice as well as commuters. This would be
a Fall project.
Councilor Baldacci moved, Councilor Gallant seconds, approved.
d. Odlin Road Resurfacing – Engineering – Pike Industries - $257,893
Finance Director Cyr states this is a BACTS Project. Staff recommendation is to award
the contract to the low bidder, Pike Industries, in the amount of $257,893. All bids
came in over the allotted amount by about $20,000. Staff will be requesting additional

funding at the BACTS June 18 meeting. Another option is that the City can pick up
the extra costs as an increased local share or we will go back and renegotiate the
contract in regards to scope of services with Pike Industries. Cyr will send a message
to Council if the City will be picking up any of the extra costs.
Councilor Gallant moved, Councilor Sprague seconds, approved.
e. Stillwater Avenue Resurfacing – Engineering – Pike Industries - $165,190
Finance Director Cyr states this is also a BACTS project. Bidders again are $20,000 over
the allocated amount from BACTS so again we will ask BACTS to increase the amount
and if not we will renegotiate the scope of service with Pike and the City may pick up
the extra costs after the Council has been notified. Staff recommends to award the
contract to the low bidder, Pike Industries, in the amount of $165,190.
Councilor Baldacci moved, Councilor Gallant seconds, approved.
