1. Bids/Purchasing
a. Custodial Services Contract Amendment
Finance Director Deb Cyr stated that the City currently has a service contract with River City
Cleaning for the Airport and City Hall. Health and Community Services has been using
HealthCare Services Group for custodial services. They are the maintenance group that takes
care of Bangor Nursing and Rehab’s maintenance needs. Health and Community Services
shares a building with Bangor Nursing and Rehab which is why we utilized the same firm for our
custodial needs for that department. The last few years we have seen the quality of services
decline and cost rise. Cyr met with River City Cleaning to discuss if they could also service
Health & Community Services along with City Hall and the Airport. Their proposal was to
service the departments 24 hours a week instead of their usual 20 hours per week and the cost
will go up $1,700 a year which shows a better rate and it is in the City’s best interest to
combine contracts. Staff recommendation is to amend River City Cleaning’s contract to include
servicing Health & Community Services.
Councilor Durgin moved, Councilor Nealley seconded, so approved.
b. Cellular Service – Police Department
Finance Director Cyr explained that our current service provider is US Cellular. Most of the 18
cell phones are the old flip version being used by investigators and administrators. Some have
data abilities. Verizon has a program package for law enforcement (other area departments are
currently using this program) that will provide data phones, a pooling of text and data minutes,
no contract, the change out of equipment every 10 months and will cost $70 less than what we
are currently paying. We will no longer have to purchase voice recorders or cameras for field
work because these abilities are built into the cell phones. If we make this switch by the end of
June, Verizon will give us a $2,000 credit to buy all our initial equipment. We did go back to US
Cellular to see if they could offer anything comparable, but they could not.
US Cellular was chosen in the past because we piggy backed on the State Contract because US
Cellular had better service coverage at that time. Verizon now has the same service coverage
as US Cellular does.
Councilor Nealley moved, Councilor Durgin seconded, so approved.
