Bids/Purchasing a. Request to Waive Bid Process – Explosive Ordinance Device Suit – Police - $27,475 Director Cyr explained that this is a bomb suit and currently the department is using one that was purchased in 2001 with forfeiture money. Technology has changed drastically since 2001. It is the recommendation of the Police Department to waive the bid process and order from MED-ENG which comes with the suit, helmet and the face shield. This purchase would be covered by our Homeland Security Funds. Councilor Durgin moved, Councilor Sprague seconded, so approved. b. Request to Utilize State Contract – Mobile Data Terminals – Public Safety – Transcor Director Cyr explained that we currently have 26 MDT units in use and the recommendation is to piggy back on the State Contract and purchase however many units we can for the amount available in the next coming months. Councilor Sprague moved, Councilor Durgin Seconded, so approved. c. Request to Extend Contract – Road Salt – Public Works - International Salt Director Cyr explained that the last few years we have collaborated with the City of Brewer to obtain road salt from International Salt. International Salt has said we could renew this contract for one year for a 3% increase to $53.98 per ton. Staff recommendation is to go ahead with the one year renewal in concert with the City of Brewer. Councilor Durgin moved, Councilor Sprague seconded, so approved. d. Request to Waive Bid Process – Manhole Inspection Software – IT Pipes - $16,290 Director Cyr stated that this is a module for previously purchased software and would expand on our current IT Pipes and staff recommendation is to approve this one time purchase to add this module. Councilor Sprague moved, Councilor Durgin seconded, so approved. e. Requests for Proposals – Engineering Services – WWTP – AECOM Director Cyr explained that the City went out to bid and received 6 responses. The selection committee decided to interview 3 of the firms. After the interviews concluded it was a unanimous decision to recommend that AECOM be awarded the bid. Councilor Nealley moved, Councilor Sprague seconded, approved to recommend to full Council. Adjourned at 5:37pm.
