FINANCE COMMITTEE MINUTES
June 1, 2015
Councilors Attending: Civiello, Baldacci, Graham, Faircloth, Sprague, Nealley,

1. Consent Agenda
a. Report of Bids Awarded by Staff – May 2015
b. Resolve 15-192, Appropriating $573,018 in TSA Grant Funds for In-Line
Baggage System
Motion made and seconded to approve consent agenda, motion passed
unanimously.
2. Bids/Purchasing
a. Request to Waive Bid Process – Airport Fuel Farm – Veriforce - $16,000
Motion made and seconded to award contract to Veriforce, motion passed
unanimously.
3. Taxpayer Request – 75 Thatcher Street
Taxpayer requested that the City waive interest and fees on three years of taxes
due to not receiving bills or lien notices. City correspondences were mailed to an
incorrect address due to a City input error setting up their account. Staff
recommended waiving the interest and fees.
Motion made and seconded to approve staff recommendation, motion passed
unanimously.
4. Workout Agreement – 190 Union Street
At a prior Finance Committee meeting the Committee approved a workout
agreement with a provision for a down payment. The taxpayer’s husband indicated
there was some misunderstanding and that they could not afford a down payment.
He feels they can meet the other terms of the agreement. Staff recommended
entering into an agreement without a down payment.
Councilors Baldacci, Blanchette and Graham indicated that they would like to see
more information such as the entire workout agreement and a detailed account
status. They were not comfortable that some type of down payment was not being
made.
Motion made and seconded to approve staff recommendation – Failed 3-2 (Baldacci,
Civiello, Blanchette voting against).
Councilor Baldacci requested that the item be scheduled for the next meeting and all
of the requested information be furnished.
Staff was also requested to provide an update of the status of any outstanding taxes
as well as an update on the status of any currently running workout agreements
with follow up updates every six months.
5. First Tee Program
Staff is requesting authorization to work with First Tee Incorporated to create a
youth golf play area and curriculum at the Bangor Municipal Golf Course.
Councilor Civiello inquired as to how much City staff time and equipment would be
required. Staff indicated that it is expected to be minimal and part of working with
First Tee would include donations to help fund the project.
Councilor Durgin asked if the area will be available for this year and staff indicated
that they hope the area will be ready for play by the end of July.
Motion made and seconded to approve staff working with First Tee, motion passed
unanimously.
