Motion passed unanimously. 2. Bids/Purchasing a. Photography Services — Community & Economic Development — Memorymaker Photography Staff presented the recommendation to award the contract to Memorymak Photography. Councilor Graham raised concerns that with only three responses, that perhaps this bid opportunity was not well known. Staff reviewed the typical notification process for bid opportunities and indicated they would follow up the next day to see if any additional steps were taken,,] Motion made and seconded to award the contract, Motion passed by a vote #f 4 — 1. with Councilors Sprague, Nealley, Balclacci, Nichols in support and Councilor Graham opposed.
