Bids/Purchasing a. Waive Bid Process - Union St/Griffin Rd Traffic Signal - Public Works - Highway Tech - $11,160 Motion made and seconded to award contract. Motion passed unanimously. b. Sole Source — Security System — Airport - Northeast Security Systems Motion made and seconded to award contract. Motion passed unanimously. c. Vehicle — Fire — Quirk Auto $15,500 Motion made and seconded to approve purchased and recommend appropriation resolve to full Council. Motion passed unanimously. 2. Sale of 177 Pearl Street Staff reviewed its recommendation to sell this tax acquired property to the abutter. Councilors requested additional information including, assessed value, taxes written off, demolition costs, etc. In addition, a question was raised regarding highest and best use of tax acquired property. Motion made and seconded to postpone this item to the next Finance Committee meeting and that staff would provide the additional requested information. Motion passed unanimously. 3. Sale of 3 Charles Street Staff reviewed its recommendation to sell this tax acquired property. As this item had similar Councilor questions as the previous item, similar action was taken. The additional question of how the City makes such opportunities known was posed. Motion made and seconded to postpone this item to the next Finance Committee meeting and that staff would provide the additional requested information. Motion passed unanimously. 4. Properties with Matured Liens Overview Staff reviewed the current Council directive to address properties with multiple years of outstanding taxes or utilities. Staff has focused on properties with multiple years of matured tax liens, as well as those that pose a danger. These efforts have resulted in increased collection, the taking of properties and the resale of acquired properties. While we have made progress in this area it will continue to be an area of focus for the coming years. This process involves staff from numerous departments and is long and labor intensive. We will be coming back to the Committee in late December to early January with an update on this process. Meeting Adjourned 5:33 pm
