1. Bids/Purchasing
a. Request to Piggyback on State Contract — Police Vehicle — Airport — Quirk Ford - $27,901
Motion made and seconded to award contract. Motion passed unanimously.
Lease Purchase of Mowers — Golf Course — MTE Turf Equipment Solutions - $112,975
Staff reviewed the need to replace three pieces of equipment at the Golf Course, as
discussed during the FY 2018 budget. Quotes and demos were received from three area
providers with two options. While the greens mowers were all similar one rough mower's
performance exceeded the others. The recommendation was to execute a lease purchase
agreement to acquire these units. The equipment would be owned by the City at the end of
the five year term. The estimated useful lives for the mowers in 15 years.
Motion made and seconded to recommend award to the City Council. Motion passed
unanimously.
2. Review of Matured Tax or Sewer Lien Policy
Staff reviewed the existing policy with the Committee, noting that it should be updated to include
stormwater liens. With the upcoming discussion on properties on properties with tax liens, and a
desire to review different code enforcement actions, Council revisions will be revisited when the
entire process can be reviewed.
3. Real Estate Tax Update
Staff presented an update on current outstanding real estate balances and the overall collection
rates and commitments. It was noted that the collection rate is quite high and while the
outstanding amount of $2 million is significant, when compared to overall commitment it is quite
low.
4. Personal Property Tax Update and Write Off Request
Staff presented an update on current outstanding personal property accounts and the overall
collection rates and commitments. While the collection rate for personal property isn't as high as
real estate, there are fewer options for enforcement that are cost effective. Staff requested
permission to write off various accounts in consultation with Legal to the extent of the balance in
the overlay account.
Motion made and seconded to approve the proposed write off plan. Motion passed unanimously.
