Commentary:
The Wastewater Treatment Plant received full payment of outstanding
sewer charges in the amount of $1,068.05 against property located
at 55 Thirteenth Street, owned by Jeffrey & Deborah Leonard. The
lien was recorded in September, 1996. Because the lien has
matured, a municipal quitclaim deed i necessary to release the
City's interest. Bangor Savings Banka mortgagor, has requested
that the deed be directed back to the owners. There was no workout
agreement. The Leonards still owe the second half of the 1998
assessment, and there are n0 existing Code violations.
The Finance Committee recommended approval at its meeting held on
April 6th.

ORDERED,
THAT Ronald I. Heller, Finance Director, is hereby
authorized, on behalf of the City of Bangor, to execute a Municipal
Quitclaim Deed releasing any interest the City may have in the real
estate located at 55 Thirteenth Street in said Bangor by virtue of
a matured municipal sewer charge lien recorded in Book 6222, Page
130, Penobscot Registry of Deeds. Said deed shall be directed to
Jeffrey W. 6 Deborah E. Leonard, a copy of which is attached
hereto.

The CITY OF BANGOR, a municipal corporation located in
Bangor, Penobscot County, Maine, as Grantor, for consideration
paid, releases to JEFFREY W. LEONARD and DEBORAH E. LEONARD, as
Grantees, of Bangor, Penobscot County, Maine, a certain lot o
parcel of land, with the buildings thereon, situated in said Bangor
and bounded and described as follows, to wit:
Beginning at an iron bolt set in the generally
southeasterly line of Thirteenth Street, said
bolt being located at the northernmost corner of
land conveyed by Mellen C. Pierce at als. to
Annie Z. Beal, by deed dated September 30, 1932,
corded in Penobscot Registry of Deeds, Book
1064, Page 245; thence in a generally northerly
direction by and along said line of Thirteenth
Street fifty (50) feet to a paint; thence in an
easterly direction and at right angles to said
line of Thirteenth Street one hundred (100) feet
to a point; thence at right angles in a
generally southerly direction and parallel with
said line of Thirteenth Street fifty (50) feet
to a point; thence westerly and at right angles
to the last described line one hundred (100)
feet to the point of beginning.
Also, a certain lot or parcel of land, with the
buildings thereon, situated in said Bangor,
being bounded and described as follows, to wit:
Beginning at the southeasterly corner of a lot
of land conveyed by Charles Murray to George W.
McEachern, by deed dated October 12,.1948, and
recorded in Penobscot Registry of Deeds, Vol.
1305, Page 238; thence in an easterly direction,
on a prolongation of the southerly line of the
premises conveyed by the said Charles Murray to
the said George W. McEachern, Thirty-nine (39)
feet, more or less, to a point; thence in a
generally northerly direction and parallel with
the generally southeasterly line Of Thirteenth
Street fifty (50) feet to a point; thence in a
generally westerly direction thirty-nine (39)
feet, more or less, to the northeasterly corner
of the premises c veyed by the said Charles
Murray to the said George W. McEachern; thence
in a generally southerly direction, on and along
the easterly line of the premises conveyed by
the said Charles Murray to the said George W.
McEachern fifty (50) to the point of beginning.
Also, a certain strip or parcel of land, with
the buildings thereon standing, situate in said
Bangor, bounded and described as follows, vim:
Beginning at an iron bolt in the generally
southeasterly line of Thirteenth Street, said
bolt being located at the northernmost corner of
land conveyed by Charles Murray to George W.
MCEachern. above referred to; thence in a
generally northerly direction, by and along said
line of Thirteenth Street, nine (9) feet to a
point; thence in an easterly direction and at
right angles to the said line of Thirteenth
street, one hundred thirty-nine (139) feet, more
or less, to a point; thence at right angles in a
generally southerly direction, and parallel with
said line of Thirteenth Street, nine (9) feet to
a point, said point being the northeasterly
corner of the premises first above described;
thence westerly and at right angles to the last
described line, one hundred thirty-nine (139)
feet, more or Less, to the point of beginning.
Being the same premises described in a Warranty
Deed from Grace B. Bolduc to the Grantees
herein, dated December 13, 1991 and recorded i
Book 4959, Page 65, Penobscot Registry of Deeds.
Any and all other rights, easements, privileges
and appurtenances belonging to the granted
estate are hereby conveyed.
The purpose of this deed is to release to the Grantees any
interest the Grantor may have in the above-described property by
virtue of a sewer lien assessed against Jeffrey W. Leonard and
Deborah E. Leonard recorded in Book 6222, Page 130, Penobscot
Registry of Deeds. All public easements or other public interests
in the described premises for roads, sewers, or other purposes are
expressly reserved.
The said CITY OF BANGOR has Caused this instrument to be
sealed with its corporate seal, and signed in its corporate name by
RONALD 1. HELLER, Finance Director, thereunto duly authorized,
