EPA is also required in develop similar regulations to address stormwher impacts from smaller communities and sites (Stonawmer It). For approximately two years, EPA has been working with a stakeholder group to discuss issues that should be considered in Stormwater B requirements. The Assistant City Engineer has been actively involved in Oris process. On January 9, 1998, EPA published the Draft Starmwater 11 Rules, with a 90 day comment period. Although duce rules focus on preventative measures rather than capital improvements, there woWd still be a cost to the City. 8angorhas proposed an ametdment which would exempt small cities from Stormwater 11 until CSO control programs are completed. This has been endorsed and adopted by The CSO Pamrership. The attached Resolve would formally support the amendment and will be submitted to EPA. Many other common ies tlwughout the country will also be supporting the proposed amendment Additional information regar the proW$ ame dWemCia attached. w.a/ f- - pU ponmem Head Manager's Comments: (1 ^ ^n' T&ja WL✓ cyMwager Associated lnforrumim:R.4C50 Rapt&44 Ltku Budget Approval: Fimrce Dvarw Legal Approval: Q * ,,yqa / clysdaaw Introduced For: ❑ Passage ❑ F'mst Reading E] Referral Page of 98-155 Assigned to Councilor Farohnm March 23, 1998 CITY OF BANGOR —r SUPPORTING THE CSO PARTNERSHIP AMENOMBNT TO (TIiLEJ l'LLAUCa.....pROPOSF.DERASTORMWATERHRULES__._.__..._. __.__.._._......_.._._... The CSO padrreehlp therefore proposes an exemption from Monnwater requirements for small municipalities currently Impleneding their lorg term coal plans, 89 follows: Etiocifive Date for Small CSO Communities Small CSO communities as ditnedi EPA's 1984 Combined 3 Overlicav Policy r59 FR 188001 shall be exermit from Today's rale until Unav have fully Implemented chair lonaterin CSO control Plans.
