Commentary:
In 1990, EPA established regulations for the random of starmawer runoff pollution ftmn large
municipalities (over 100,000) and large developments, known as Shoemaker 1. EPA is also required in
develop similar regulations to address stormwher impacts from smaller communities and sites
(Stonawmer It). For approximately two years, EPA has been working with a stakeholder group to
discuss issues that should be considered in Stormwater B requirements. The Assistant City Engineer
has been actively involved in Oris process. On January 9, 1998, EPA published the Draft Starmwater 11
Rules, with a 90 day comment period. Although duce rules focus on preventative measures rather than
capital improvements, there woWd still be a cost to the City. 8angorhas proposed an ametdment which
would exempt small cities from Stormwater 11 until CSO control programs are completed. This has
been endorsed and adopted by The CSO Pamrership. The attached Resolve would formally support the
amendment and will be submitted to EPA. Many other common ies tlwughout the country will also be
