Amending the Fiscal Year 2018 budget to include $75,000 for the Maine Multicultural Center to Include
$25,000 out of the Council Budget and $50,000 out of Reserves.
Summa
This item will amend the FY 2018 budget to include $75,000 for the Maine Multicultural Center to be funded
with $25,000 out of the Council operating budget and $50,000 out of one time surplus. This past spring, a
broad based group of residents, clergy and educators came forward to the council with the concept of
developing a Maine Multicultural Center to be located on the campus of The University of Maine, Augusta
campus. The purpose of the center would be to develop an environment that would cultivate cultural, social
and economic ties to immigrant populations to strengthen our region.
If approved, the budget will be amended to provide a $75,000 matching seed grant provided on a dollar for
dollar match to a 501(C)(3) for the purpose of developing this program. The impact of this will be one-cent
on the mil rate.

WHEREAS,The State of Maine delayed approval of their 2018-2019 budget; and
WHEREAS, the City of Bangor approved its budget by June 30, 2017; and
WHEREAS, Due to the delay in approving the State Budget,the City was unable to finalize its budget; and
WHEREAS, due to the delay in approving the State Budget, the City delayed making final determination on
additional program expenditures; and
WHEREAS, a broad range of residents, clergy,
requested $100,000 matgranching seed
for the City to develop the Maine Multicultural Center to be located the University of Maine Augusta; and
WHEREAS, the group is interested in cultivating cultural, social, and economic ties with immigrant
communities to help develop the region.
Be it Resolved by the City Council of the City of Bangor that,
To amend the FY 2018 budget utilizing operating funds and one-time surplus to fund a total of
$75,000 for a matching seed grant to develop the Maine Multicultural Center on the campus of the
University of Maine, Augusta. The one-time surplus funds will be identified upon completion of the
City's fiscal year 2017 audit by the Finance Director and City Manager. Said funds shall be remitted
as follows: $25,000 from the General Fund, $50,000 from one-time surplus funds upon the Maine
Multicultural Center's raising $95,000 provided that said money is raised by June 1, 2018. Said grant
of funds shall be memorialized in an agreement to be in a final form approved by the City Solicitor.

Summary
This item will amend the FY 2018 budget to include $100,000 for the Maine Multicultural Center to be funded
out of one time surplus. This past spring, a broad based group of residents, clergy and educators came
forward to the council with the concept of developing a Maine Multicultural Center to be located on the
campus of The University of Maine, Augusta campus. The purpose of the center would be to develop an
environment that would cultivate cultural, social and economic ties to immigrant populations to strengthen our
region.

Be it Resolved by the City Council of the City of Bangor that,
To amend the FY 2018 budget utilizing one-time surplus to fund $100,000 for a matching seed grant to
develop the Maine Multicultural Center on the campus of University of Maine, Augusta. The one-time surplus
funds will be identified upon completion of the City's fiscal year 2017 audit by the Finance Director and City
Manager. Said funds shall be remitted no more than monthly upon receipt of documentation regarding the
required match to access the City approved funding.
