Summary As a result of the fiscal crisis in 2008, the city eliminated a number of positions including firefighters. In 2010 the city received a SAFER grant and restored 3 positions in the Fire Department. The Grant ran out in 2012 and the positions were again eliminated. The 2013 SAFER grant ran out during the current fiscal year and the positions were eliminated through attrition. If approved, this item would restore 3 additional firefighters at a cost $234,488 or approximately .10 cents on the mil rate. This additional expenditure would result in 4 crews of 22 firefighters. The proposed budget includes 4 crews of 21 firefighters. To clarify, adding these positions would not result in additional equipment or be a guarantee that additional personnel would respond to calls for service. The Fire Chief prefers to operate with no less than 18 firefighters on duty and that will not change with the approved budget. The initial response to a first alarm call (i.e. structure fire), the department responds with 6 pieces of equipment and a minimum of 13 firefighters. One additional firefighter per crew allows for greater flexibility in the scheduling and employee leave. WHEREAS, The State of Maine delayed approval of their 2018-2019 budget; and WHEREAS, the City of Bangor approved its budget by June 30, 2017; and WHEREAS, Due to the delay in approving the State Budget, the City was unable to finalize it's budget; and WHEREAS, In May of 2017 the SAFER grant expired; and WHEREAS, Because the financial picture of the city has not progressed it was determined that the SAFER grant positions would remain vacant until a new SAFER grant was available; and WHEREAS, the reduction of these three positions does not jeopardize safety as it will not remove any front line equipment including engines and ambulances. Be it Resolved by the City Council of the City of Bangor that, That the total budget be amended to include an additional $234,488 in general funds to support the replacement of 3 firefighter positions that were eliminated as a result of the grant going away.
