Amending the FY 2018 Budget(General Fund, Airport and CIC) to add an Additional $60,000 in Funding for
the Convention and Visitors Bureau
Summary
This order amends the FY 2018 Budget to add an additional$60,000 in reimbursement funding for the Convention and Visitors
Bureau(CVB)to be paid for from the Cross Insurance Center,Airport,and the General Fund. Currently,the City funds$60,000
for the CVB through the downtown TIF and General Fund. This year the CVB has requested additional funding for the purpose of
attending trade shows and to develop additional marketing materials in support of the trade shows and marketing. In the past,
the CVB staff have attended trade shows as part of the State of Maine Tourism Bureau attendance. That has meant that they are
required to represent the entire state as opposed to just the Bangor Region. The request is for additional$45,188 in funding to
attend trade shows only representing the Bangor Region. The remaining$14,812 will be used for general marketing operations
which would need to be funded out of the general fund as it is not directly attributed to either the Airport or the CIC.
The following show attendance and marketing costs were requested:
Airport: $12,900 Attend Market
Discover New England 1,250 2,200
AAA Norther New England 1,500 1,800
Adventure Travel Show 4,350 1,800
Cross Insurance Center: $32,288
Independ Plan Educ Conf 2,232 8,000
Small Market Meetings 1,265 4,500

If approved,this will take the total funding for the CVB from the city to$120,000. Staff recommends that the fund be
appropriated from the following budgets:Airport-$12,900; and Cross Insurance Center$32,288;and General Fund-$14,812.

WHEREAS, The State of Maine delayed approval of their 2018-2019 budget; and
WHEREAS, the City of Bangor, as required by Charter, approved its budget before June 30, 2017; and
WHEREAS, Due to the delay in approving the State Budget, the City delayed making final determinations on
additional program expenditures.
WHEREAS, the City approved the fiscal year 2018 CVB contribution in the amount of$60,000; and
WHEREAS, The CVB has requested an addition $45,188 to attend trade shows and produce marketing
materials; and
WHEREAS, The CVB has requested an additional $14,812 in general marketing operations.
Be it Resolved by the City Council of the City of Bangor that,
To amend the FY 2018 budget to include an additional $45,000 for the Convention and Visitors Bureau for the
sole purpose of attending trade shows and producing associated marketing materials, said funds to be
provided to the Convention and Visitors Bureau upon documentation of the expenditures and to be funded
from the Bangor International budget in the amount of$12,900 and $32,100 from the Cross Insurance Center
budget.
Be it Further Resolved by the City Council of the City of Bangor that,
To amend the FY 2018 budget to include additional funds not to exceed $15,000 from the City's General Fund
for the Convention and Visitors Bureau for the sole purpose of general marketing operations of the Convention
and Visitors Bureau in the form of matching funds received by the Convention and Visitors Bureau from other
municipalities during fiscal year 2018.

That the FY 2018 budget be amended to include an additional $60,000 of support to the CVB. Trade show
attendance and associated marketing costs would be reimbursed for the requested shows by Bangor
International Airport in the amount of$12,900 and the Cross Insurance Center in the amount of$32,288.
The remaining $14,812 for general marketing operations would be reimbursed by the General Fund.
