Commentary:
The City's curbside rubbish collection contract will end December 31,1999 unless the City exercises a
six month option M renew it until June 30,2000. This extension was negotiated with Sawyer
Environmental Services with an increase of 2.8% in the mane! fee
This item was reviewed by the Finance Committee on February 16,1999 and referred m the City
Council with a recommendation for approval. Sm attached memorandums for details.

Its: Curbside Rubbish Collection Contract
On October 25,1994 the City executed a contract with Sawyer Envirormenml Services
for the curbside collection of refuse. The contract started December 1, 1994 and will be
effectivethrough December31,1999. Thecontr (attached)alsoincludesmoptionio
extend the tam an additional six months from January 1, 2000 disough June 30, 2000.
As noted on pages one, two and three, the contract provides for the wrong escalation of
the service fa and labor cost. The labor cost is also subject W an annual CPI -W
adjustment as noted in paragraph 10 on page 4. More is also a provision to make minor
adjustments for changes N the number of stops.
Since December 1, 1994 Sawyer Environmental Services bas provided excellent services
to the City and rime privatization of these services have been considered a wmplete
success.
In our review to either renew or rebid the contract, Anhur Smelts and I met with Paul
Barley, District Manager and Gordon Reed, Controller for Sawyer Envhonmermi
Services to discuss the possibility of exercising the sir month option- During the meeting
the Sawyer representatives were willing W extend the contract but indicated that the 3 %
increase for labor would not cover some additional costs that they were experiencing at
the PERC Facility. The additional casts involved extensive delays Nat Nor drivers were
experiencing to unload at PERO
On Tommy 6,1999 Paul Barley proposed to extend the contract to June 30, 2000 with an
additional 2.8% manage over and above the contract price or an additional $3)434.61
for the six-month period. See attached copy of his letter.
Under the circumstances this increase appears W be reasonable and it is my
recommendation the City accept the extra cost and extent the contract with Sawyer. I
would inter recommend that the City enter into contract negotiations with Sawyer
Environmental Services for the three-year period July 1, 2000 W June 30, 2003. If a
mermaids cost can not be obtained through the negotiations Nen five City will issue a
RFP with Ne expectation that our Public Works Deparmomn would also submit a
proposal W provide the curbside rubbish collation smites.
