have been arching a pagam amacend at assisting the victims of domestic violence. They have been in
contact with representatives from United Sates Cellular and have presented me with a proposal to consider.
The program has apparently been suaeesful in other communities, and appears to have mem.
The program would involve a partnership with U. S. Cellular whereas cellular phones would be made
available to the police department vdth the intention that they would be distributed to rhe scatter of
domestic violence who have been identified as belng a risk. Pending approval, U. S. Cellular word
provide us with ran portable phones accessible by police effects 24 hours a day. The phones would bePon-
with emerism"mmbers and would give the victims access to services at times when they
previously may, not have had access. Our responsibility would be to identify at risk victims, distribute and
