Commentary:
The City recently received payment in full from the United States
Department of Agriculture for real estate located at 1356 Essex
Street. Payment was for a matured 1997 tax lien, the 1998 tax
lien, and 1999 taxes, plus the quitclaim fee, and the U.S. Dept. of
Agriculture has requested that the property be deeded back to the
taxpayer.
Because the real estate tax lien has matured, this Order would
authorize the release of the City's interest in the property to Ms.
Roach. There are no code issues with the property.
The Finance Committee recommended approval at its December 21, 1998
meeting.

ORDERAD,
THAT Ronald L Heller, Finance Director, is hereby
authorized, on behalf of the City of Bangor, to execute a Municipal
Quitclaim Deed releasing any interest the City may have in the real
estate located at 1356 Essex Street in said Bangor by virtue of an
undischarged real estate tax lien recorded in Book 6907, Page 227
in the Penobscot Registry of Deeds. Said deed Shall be directed to
Roseanne Roach, a copy of said deed being attached hereto.

MUNICIPAL QUITCLAIM DEED
The CITY OF BANGOR, a municipal corporation, located in
Bangor, Penobscot County. Maine, for consideration paid, releases
to ROSEANNE ROACH, of Bangor. Penobscot County, Maine, the property
located in said Bangor and more particularly described as follows:
Real estate located at 1356 Essex Street in said
Bangor, and further described in volume 3332,
Page 9, Penobscot Registry of Deeds. This
property is further designated as real estate
account number 90382.
Any and all other rights, easements, privileges
and appurtenances belonging to the granted
estate are hereby granted.
The purpose of this deed is to release to the Grantee any
interest the City may have in the above described property by
virtue of an undischarged real estate tax lien assessed for tax
year 1997 against Roseanne Roach and recorded in Book 6909, Page
227, Penobscot Registry of Deeds. All public easements or other
Public interests in the described premises for roads, sewers, or
other purposes are expressly reserved.
The said CITY OF BANGOR has caused this instrument to be
sealed with its corporate seal, and signed in its corporate name by
RONALD 1. HELLER, Finance Director, thereunto duly authorized, this
day of February, 1999.
