Item/Subject: Loss of RDD Homeless Funding

On Christmas Rve,Hun posted notification of awards made under the
1998 Super NORA RFP. While the applications submitted by the
City of Portland and MSH& Contained Over $3M in funding renewal
for existing programs -- including approximately 70 Shelter Plus
Care slots -- no funds were awarded to Maine. while this decision
does not effect Bangor directly, there are significant
indirect effects including the diversion of resources from this
area of the state.
The purpose of this resolve is to offer Support to the City of
Portland and MSHA in their atteupts to have funding reinstated
by HOD.

Have HUD Homeless Funding Reinstated

ABSOLVED.
WHEREAS, the City of Bangor takes great pride in the standard of living and quality of
services enjoyed by all its citizens; and
WHEREAS, some of Burnes citizens find it necessary to depend upon public and private
agencies in order to maintain a decent standard of living for themselves and their
Families; and
WHEREAS, shelter and Support services are a primary need ofBangots homeless citizens; and
WHEREAS, although Maine is a large and diverse stare geographically, the community of
homeless providers is in fact one integrated continuum of care stretching firm
Kittery to Fort Kew; Calais to Farmington; and
WHEREAS, the City of Bangor was fornmate to not be directly impacted by HUD's original
decision to not hand the homeless program renewal applications submitted by the
Maine State Housing Authority and the City of Portland; and
WHEREAS, while we applaud HUD's recent decision to resume newly S1 million in fundWo
homeless programs located in Portland, we remain concemed over the potential
loss of $1.7 million in funding for the Maine State Housing Authority; and
WHEREAS, should such funding not be restored, the City of Bangor anticipates indirect
impacts as limited State resources are diverted to meet homeless news or as a
greater demand for homeless Services result in Burger; and
WHEREAS, we believe homelessness in Maine will become a growing problem unless HOD
also restores funding to the Maine State Housing Authority;
NOW, THEREFORE, BE IT RESOLVED BY THE CLTY COUNCIL OF THE CITY OF
BANGOR, THAT on behalf of the citizens ofBangor, we hereby express our support for
the efforts of the Maine State Housing Authority to reinstate the funding for homeless
programs eliminated by the Department of Housing and Urban Development We further
request the the members of the Maine Congressioml Iklegation intercede with HUD on
behalf of the Maine State Housing Authority's current application and take the additional
areas necessary w insure that current and future applications from the State and its
political subdivisions are needed thirty and fmdd appropriately.

homeless program renewal applications submitted by
the Maine State Housing Authority and the City of

WHEREAS;
the indirect impact is being felt as limited
resources are being diverted to other parts of the
state in order to preserve vital services, and
WHEREAS;
it is anticipated this situation will only worsen
unless EDD reconsiders its funding decision.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF BANGOR THAT the City Council, on behalf of the
citizens of Bangor, hereby expresses support for

the efforts of the Maine State Housing Authority and
the City of Portland in their attempt to have
homeless program renewal funding reinstated by HUD
and that the City Council, on behalf of the citizens
of Bangor, requests that the members of Maine's
Congressional Delegation intercede with HUD on
behalf of the Maine State Housing Authority and the
City of Portland.
