Commentary:
As the City Councilors are aware, the 51 housing unite at Randolph Drive and Maxwell Lane will
require renovations to bring them up to code. TheCity's plan to sell these units is now in place and
some imerest has already been expressed by a amber ofcitizem to purchase one or more of Oe Musing
units.
A request for proposals was issued for a primary contractor to Perform most of seaovations with an
altemete contractor to help if a huge numbs of units sell quickly. It is anticipated that the We of the 51
units will take two to three years to complain.
On November 10, 1998 we received five proposals from local cmtractms- see attached tabulation of
unit prices for each housing style and the estimated overall renovation cost. These costs are bnsedonthe
estimated repairs required to bring a typical mit up to code. The actual cost of each unit will vary
depending upon the conditions encomtered in that unit.
These renovations wifi be done in small groups of units over the next two to tlree years. As a result, the
volume of the work in progress at my time will be relatively low.
The sttafrttommendatim to award the primary connects to R & K Construction of Brewer and the
alternate contract to Intown Maintenance and Management oflhom was approved by the Finance
Committee on November 16, 1998 and referr ll to the City Council for ratification

Award the primary contract to R & K Construction ofBrewer the most competitive contractor- see
attached memo and bid tabulation for a complete breakdown of rehabilitation costs and for an explanation of
the approach used for the bidding process. Award the contract for the alternate contractor to Intown
Maintenance and Management of Oman, the second most competitive contractor.
Wheat and if work is assigned to the climate contractor, costs for materials will have to be
