The property located at 80 Elm Street, formerly owned by Roy
Turner, has a matured 1996 and non -matured 1997 and 1996 tax liens
recorded against it totaling in excess of $5,000. In addition,
there are outstanding personal property taxes. Joseph Perry,
current owner
r of the property, has had a workout agreement with the
City in the past but failed to make several payments. Mr. Perry
will seek refinancing in order to pay the City all outstanding
charges.
There are two buildings on this lot. One is placarded and the
other is Mr. Perry's residence. Mr. Perry has been working with
the Code Enforcement Officer to bring bath properties up to code.
Based on Mr. Perry's efforts to bring the property into compliance
with City codes, the Finance Committee, at its November 16. 1998
meeting, recommended that Mr. Perry be allowed to redeem the
property for taxes owed.

TEAT Ronald 1. Heller, Finance Director, is hereby
authorized, on behalf of the City of Bangor, to execute a Municipal
Quitclaim Deed releasing any interest the City may have in real
estate located at 80 Elm Street in said Bangor by virtue of an
undischarged municipal real estate tax lien filed for tax year 1996
and recorded in Book 6140, Page 31 in the Penobscot Registry of
Deeds. Said deed shall be directed Joseph Perry, successor in
interest to Roy M. Turner.

Bangor, Penobscot County. Maine, as Grantor, for consideration
Paid, releases to JOSEPH C. PERRY of Bangor, Penbscot County,
Maine, as Grantee, successor in interest t0 Roy M. Turner, the
Property located in Bangor, Penobscot County, Maine, more
Particularly bounded and described as follows:
Real estate located at 80 Elm Street in said
Bangor, and described in a deed recorded in
volume 3735. Page 176, Penobscot Registry of
Deeds. This property is further designated as
Assessor's Map 47, Lot 161, real estate account
number 76671.
Any and all other rights, easements, privileges
and appurtenances belonging to the granted
estate are hereby conveyed.
The purpose of this deed is to release to the Grantee Buy
interest the Grantor may have in the above-described property by
virtue of an undischarged veal estate tax lien assessed against Roy
M. Turner and recorded in Book 6141, Page 31, Penobscot Registry of
Deeds.
All public easements or other public interests in the
described premises for roads, sewers, or other purposes are
expressly reserved.
The said CITY OF BANGOR has Caused this instrument to be
sealed with its corporate seal, and signed in its corporate name by
RONALD I. HELLER, Finance Director, thereunto duly authorized, this
day of November, 1998.
