Commentary:
A recorded aeweI lien on property located at 289 Broadway assessed
against Joseph C. Perry and Scott Leadbetter matured in July of
thiai year. At this time, there was a pending foreclosure by
Peoples Heritage Bank. In October, Peoples submitted payment to
the City for the outstanding sewer charges and real estate taxes.
Because the sewer lien has matured, Council approval i necessary
to release the City's interest in the property. Peoplehad
requested that the deed be directed to the Bank.
Although there are existing code violations with the property, it
is in the City's interest that the foreclosure process continue.
The Bank has indicated a willingness to cooperate with the City and
has already installed a boiler in the building.
The Finance Committee recommended approval at its meeting held on
November 2nd.

Authorizing Execution of Municipal Quitclaim Deed

ORDERED,
THAT Ronald 1. Beller, Finance Director, is hereby
authorized, on behalf of the City of Bangor, to execute a Municipal
Quitclaim Deed releasing any interest the City may have in the real
estate located at 289 Broadway in said Bangor by virtue of a
matured municipal sewer charge lien recorded in Book 6308, Page
280, Penobscot Registry of Deeds. Said deed shall be directed to
Joseph C. Perry and Scott Leadbetter, a copy of which is attached
hereto.

MUNICIPAL QUITCLAIM DEED
The CITY OF BANGOR, a municipal corporation located in
Bangor, Penobscot County, Maine. as Grantor, for consideration
Paid, releases to JOSEPH C. PERRY S SCOTT LEADBETTER, both of
Bangor, Penobscot County. Maine, as Grantees, a certain lot or
Parcel of land with the buildings thereon, situate in the City of
Bangor, Penobscot County, Maine, more particularly described as
follows, viz:
Real estate located at 289 Broadway in said
Bangor, and further described in a deed recorded
in Volume 5881, Page 49, Penobscot Registry of
Deeds. Designated further in City records as
Assessor's Map 46, Lot 57, real estate account
number 47953.
Any and all other rights, easements, privileges
and appurtenances belonging to the granted
estate are hereby conveyed.
The purpose of this deed is to release to the Grantees any
interest the Grantor may have in the above described property by
virtue of a matured sewer lien assessed against Joseph C. Perry and
Scott Leadbetter and recorded in Book 6308, Page 280, Penobscot
Registry of Deeds. All public easements or other public interests
in the described premises for roads, sewers, or other purposes are
expressly reserved.
The said CITY OF BANGOR has caused this instrument to be
sealed with its corporate seal, and signed in its corporate name by
RONALD I. HELLER, Finance Director, thereunto duly authorized, this
day of November, 1998.
