Commentary: The attached order would establish the Emergency Medical Services Advisory Committee
to oversee and evaluate the emergency medical service system in the community. Such a committee was
one of the recommendations mcladed in the May 1, 1998 memorandum to you which proposed an overall
fmmewokfor wadinating ambulance service the community. The major focus of the committee will
be to review and make revummerWadons on the operational issues which arise between various service
providers, especially those which may have an impact on the timeliness and quality of emergency medical
services.
The Committee would be composed of nine members: two members of the Council, the Fire Chief or
designee, the Emergency Service Directors from Eastern Mame and St. Joseph hospitals, aremeseramive
of CapitalWeridian, and three other members selected by these individuals.
During discussion at the Municipal Operations Committee, representatives of both Capital and St. Joseph
supported the creation of this committee. Both,Mwever, suggested due rather than delegate the selection
of three additional members to the designated members, other groups should be specifically includd such
as Northeast Maine EMS. The Committee was receptive to this suggestion and asked that both groups
forwmd their recommendations to the City.
The Municipal Operations Committee recommends yaw approval of the attached order subject to possible
amendment on Monday to specify additional representatives.

WHFEEAS,
the provision of emergency medical services is an essential service whose
importance is expanding; and
WHEREAS,
the provision of excellentemergency medical services has become an important
element in the quality of life of ow community; and
WHEREAS,
an integrated emergency medical system covering emergency response and
transport, Inmfesility, transport, critical care transport, and related services is
essential to meeting the needs and demands of citizens and visitors to our
community; and
WHEREAS,
it is essential that such services be provided in a cost-effective member and that the
system be coordinated in order to adjust to both service demands and the changing
regulatory enviromnem;
NOW, THEREFORE,
BE TT ORDERED BY THE CITY COUNCIL OF THE CITY OF
BANGOR, THAT:
1.
The Emergency Medical Services Advisory Committee is hereby established.
2.
The purpose of this Comm met shall be:
a. To oversee and evaluate the emergency medical service system in the
community;
b. To review and comment upon the various protocols used by service
providers to coordinate the service system and to undertake quality
assurance reviews to determine that standards for response tunes and
quality of care are maintained;

C. To provide recommendations to service providers on changes to be
considered in the system to improve service quality and/or timeliness;
d. To make such other recommendations to the City Council and other
service providers regarding the emergency medical system which the
Committee may see ft.
3. The Committee shall be composed of nine madden. Membershipshallbe
composed of the following:
s. Two members of the Bangor City Council Shall be appointed by the Chair
of the Council;
b. The Chief ofthe Bangor Fire Department or a representative of the
Department designated by the Chief,
C. The Emergency Service Directors from Eastern Maine Medical Center and
St.Joseph's Hospital or their designated representatives;
d. A representative drum Eastern Maine Healthcaze/Meridian Ambulance
Service designated by Meridian;
e. A representative of Northeastern Maine CMS, a representative
of the State Trauma Advisory Committee, and a representative
of the Maine Health Care Association, such representatives to
be designated by their respective organizations.
The Committee shall elect one of its members as Committee Chair.
4. This Committee shall have an initial term ofexistence oftwo years. At the end of
this period, the Council shall review the operations ofthis Committee within the
overall context of the emergency services system and may extend the existence of
the Commtitee for an addiitonal period oftime, modify the Committee as may be
deemed appropriate, or allow the Committee to cease to exist.

use such services or who are trained and knowledgeable in emergency
medical services.

this period, the Council shall review the operations of this Committee within the

ADVISORY COMMITTEE
Section 3 (e) is hereby deleted and replaced in its entirety by the
following;
3. e A representative of Northeastern Maine EMS, a representative
of the State 'Trauma Advisory Committee, and a representative
of the Maine Health Care Association, such representatives to
be designated by their respective organizations.
