Motion Seconded �pLLL_(ductJ,U±J'}� Ambulance Service Policy 1.0 Purpose 1s rms®> (SECOND AMENDMENT) The purpose of this policy is to establish guidelines to govern the provision of ambulance and emergency medical services offered by the Bangor Fre Department. 2.0 Policy It is the policy of the City of Bangor to provide to Its citizens and visitors the highest possible level of emergency medical services and emergency ambulance response. Emergency response shall be given the highest priority for service. The Fire Department is charged with the responsibility to meet or exceed established national response time standards and quality standards In the provision of this service. - Recognizing the public Investment which has been made to train Fire personnel and to provide the necessary equipment to meet emergency response needs, the Fre Department is directed to establish appropriate fee schedules for emergency medical services appropriate to recover the City's marginal costs for providing these services. In addition, the Department is authorized to provide interfacility transport services to the extent that such services an be provided with existing equipment and manpower and without negatively impacting the Department's primary emergency response mission. The provision of such service is limited as further described in Section 5.0 below. 3.0 Ambulance Service Goals and interests In furtherance of the policy objectives set out above, the following ambulance service goals and interests are established. In implementing this policy, the City will strive to: 3.1 Maintain its ability to provide a full range of emergency medical and rescue services with response times at or below those currently Provided; 3.2 Insure the availability of an emergency services workforce necessary to appropriately respond to all emergency and fire calls; 3.3 Maintain a sufficient workload to insure that the skills of emergency response personnel are maintained; and 3.4 Provide a continuing revenue stream from services in order to offset a Portion of the costs associated with maintaining a complete emergency response capability. 4.0 Emergency Response Services 4.1 In order to meet the Department's primary emergency response mission, the Department Shall: a. Operate and maintain in good working condition three primary service rescues with one rescue to operate out of each of the Department's fire stations. One additional rescue shall be maintained to allow for necessary maintenance and repair of front line rescues and be put into service when necessary. b. Insure that adequate personnel are trained and certified to provide paramedic level response seven days a week and 24 hours per day, C. Insure that all dispatch personnel are trained and certified In emergency medical dispatch; d. Insure that the Department maintains appropriate certification and complies with all laws, rules, and regulations required for the provision of emergency medical services; 4.2 The qty specifically recognizes that Individuals and Institutions in the community retain the right to use their provider of choice for emergency medical response and transportation services. 5.0 Interfacility Transfer Services Consistent with the general policy outlined in Section 2.0 above, the City shall provide, upon request, certain Interfacility transfer services subject to the limitations and exclusions outlined below. 5.1 Interfacility transfer service is an ancillary service to be provided upon request of an individual or institution and to the extent to which such service can be provided while necessary emergency response standards are maintained. The Department shall maintain a minimum of three ambulances available to handle emergency medical service calls, except in instances where one or more units are unavailable due to maintenance or breakdown. First responder engine companies shall supplement available units, as deemed necessary. 5.2 Prior to implementing any additional fee for service activities, specific approval must be given by the City Council through the budget process and by policy. 5.3 The City or Bangor Fre Department is authorized to provide interfacility transfers originating solely within the Cities of Bangor and Brewer and terminating witbin the Bangor Metropolitan Statistical Area (comprising the Cities of Bangor and Brewer and the Towns of Eddington, Glenburn, Hampden, Hermon, Holden, Kenduskeag, Milford, Old Town, Orono, Orrington, Penobscot Nation, Winterport and Veazie). 5.4 The Department shall provide Interfacility transfer services to the City Nursing Facility unless a patient requests an alternate provider and payment is the responsibility of the patient not the Facility. 6.0 Miscellaneous Previsions 6.1 The Department, subject to final Council approval, is authorized to negotiate and or revise mutual aid agreements covering emergency medical services with other appropriate municipal, not for profit, or for profit entities. 6.2 The Department is authorized to invesUgate and negotiate agreements with other entities for pint services or cooperative ventures in such areas as: dispatch and communications, purchasing, training, claims processing and billing, medical direction, and data collection and reporting. 6.3 The Department is authorized, upon request, to provide stand-by ambulance service at Bangor School Department athletic events and other special events occurring within the corporate limits of the City of Bangor. 6.4 Nothing In this policy shall supersede or otherwise interfere with the requirements of eidsting mutual aid agreements to which the City of Bangor is a parry. 6.5 The City Council must approve all contracts between the Bangor Fire Department and any other entity involving the provision of emergency medical services, except in those instances where this authority has been expressly delegated by Charter or Ordinance to the City Manager, Fre Chief, or a subordinate Council Committee. 6.7 In any instance where a caller utilizing the 9-1-1 system requests the services of another emergency medical service provider, the Department shall forward that call to the requested provider in accordance with protocols which currently exist or which will be developed for this purpose. 7.0 Responsibility to Review The Fire Chief and the City's Emergency Medical Services Advisory Committee shall be responsible for the pedodic review of this policy and to recommend any changes or revisions to the City Manager for Council consideration. 98-392 Ambulance Service Policy 1.0 Propose The purpose of this policy is to establish guidelines m govern the provision of ambulance and emergency medical services offered by the Bangor Fire Deposition, 2.0 Policy It is the policy of the City of Bangor in provide to its citizens and visitors the highest possible level of anergency medical services and emergency ambmance response.
