The MRC is charged with overnight responsibility regarding the PBRC Waste to BneW Facility and the safeguarding ofmumupal interems relmiog to the opemton of the plant. For the past five yews, Bob Farrar bas been a member of the Board and Treeuuer of the Committee. Ria tern expires December 31, 1997 and he has expressed a willingness to continue serving in this capacity. As Banter is the largest participating conumrwty in terms of population and tonnage sem w the facility, it continues to be in the City's interest to have Bangor participating in this important effort. Bead of Directors Vothig Ballot Please find enclosed a voting ballot and description of the individuals that have been nominated to fill three open seats on the Board of Directors of the Municipal Review Committee ("MRC'). This body is responsible for the monitoring and oversight of PERC and disposal tipping fees. The purpose and responsibilities of the MRC are described in the First Amended and Restated Waste Disposal Agreement. Each Chatter Municipality is allocated votes proportional to its guaranteed annual tonnage, one vote per 100 tons of guaranteed waste, with one trate allocated to communities with less than 100 tons. Each municipality must cast all of its allocated votes for a single candidate. The. MRC will hold its annual meeting on Monday, December 8, 1997 at 3:00pm at the Hampden Municipal Building. Please mum the voting ballot by December 5, 1996 so that there is suffirient time to tally the results poor to the annual melting. There is no restriction concerning the local ofricial(s) you designate to complete your ballot. For your convenience, completed ballot votes may be faced to 942-3548. Town of Southwest Harhnr Lyle Dever previously represented Hancock County as a member of the M.JLC. Board. Lyle served on the board in 1995 when he filled an unexpired term. At that time, Lyle was the Public Works Director in Bar Harbor. Lyle retired flown But Harbor shortly thereafter. After several months of retirement he rejoined the work force by accepting the position of Public Works Director fir the Town of Southwest Hadsor. He brings with him many years of municipal experience. Considering his many responsibilities while in Bar Harbor, including solid waste and recycling the Board would gain ran only an individual who is very, experienced in solid waste and its management, but also an experienced past Board member.
