Four bids were received fier burnishing and delivering road salt to the City's salt storage facility and the
bid amounts ranged from $34.14 to $44.72 per ton. The Public Services Deparmund had quality tests
perfonnN on the salt to be provided from the two lowest bidders- See coached memmarrdum from

Therecommendatiov to award the contract to Penobscot Bay Salt Company of Pittsburgh, PA, the low
bidder, was reviewed by the Finance Committee on November 3,1997 and referred to the City Council
with a recommendation for approval.

ReSalt Bids
I have completed a review of the annual bids for Rack Salt, December 1, 1997 through
November 30, 1998. As a part of this review I have had S, W. Cole Obtain samples from the slockpiles
of the two lowest bidders for analysis for gradation and water content. The results of the analyses are
attached for your information.
The Iwo lowest bids are separated by only a 0.14 per ton or about 8 420 over the 3,000
tons used in the bid for comparison, Penobscot Bay Sall Company, 600 Ross Ave., Pittsburgh, PA
15221 was the low bidder at S 34.14 per ton. The second bidtler was Harcros Chemicals Inc., 50
Lamabee Road P, O. Box 537, Westbrook, Me 04098 at S 34,28 per ton. PenBay is a company new
to salt supply in Maine while Harcros has been the successful low bidder in othat for the past several
years.
The State of Maine has awarded salt bids to PenBay In at least three Districts within the
State this year. I have checked with the District Three lab and with Bill Gormley the Maintenance
Oirectorwhhregardtotheirexpenencewith PenBay, The State lab recons Nat the salt meets their
specifications but has a higher then allowable water cement which they are controlling through economic
sanctions included in the bid specifications. There have been same problems as well with deliveries as
the contract for hauling the saltfor PenBay resides with a small independent hauler. He is often hauling
with Onlyoneortwotrucks. Harcros on the Other hand has had H. O. BOuchand moving their sail for Na
past few years and Our orders have been filled Immunity with a flee of (mass. Given ime size of the sag
storage shed that Oe City has a delivery ofsalt will last sufficiently so that minor scheduling problems
on the pan of the hauler should not Incnnvenlenee the City.
The analysis Of the samples of sail by S. W. Cale provided some unexpected results.
The sample form PenBay passed the sieve analysis but was at or near the allowable limps on the fine
end of the grain sizes for the sample, The sample from the Seton bidder, HamrOs, failedihesteve
analysis exceeding the allowable limits for the(nest bell(no. 30 sieve) byelmost60%. The
specifications required the salt to conform to the gradations specified without any variations. The
analysis also measured Me water content ofthe sail with the Paull salt sample showing a192%
moisture content and the Hamper sample a 0.11% moisture content. Theallowabtemotaturecantent
specified was 0a%. There were provisions in Me emendations for Salt with a water content over the
specified OS%. There were reductions in be bid price for each 0.1% change in the bar 0.5% and further
adjustments for a water cement between 1.0% and 2.0 %. Under the conditions of the specifications if
the sail delivered to Public Works them Pe -Bay were to remain at the 1.92% moisture content there
would be a deduction of 15% from the bid pace quoted. This would mean that Ne cast of the salt to the
city at a moisture content of 1.92% would be S 29.02,
The high moisture content may present some caking prchapar down the road, but at this
point I cannot find any reason to discard the low bid for Me second bid. I would recommend awarding to
the low bidder Penobscot Bay Sail Company, with the understanding that we rgktly adhere to the
penalties outlined in the specifcafi0ns for moisture content, with any delivery with a moisture content of
saer 3 0% being Immediately rejected and removed them Public Works at the expense of Penobscot Bay,
