Commentary: The Bangor Area Comprehensive Transportation System (BACTS) is
the metropolitan area transportation planning committee charged with the
responsibility of advancing the transportation interests of the Bangor
urbanized area and c rrying out federal and state mandated transportation
planning responsibilities. PACTS develops and endorses the regional
transportation plan and the area Transportation Improvement Plan submitted
annually to the Maine Department of Transportation.
The City has three representatives to PACTS. Traditionally these
representatives lave been the City Engineer, Director of Community and
Economic Development and City Planning Officer. With the retirement of
former Planning officer John Lord, weare
ending Planning Officer
Katherine Weber be appointed as a City representative to BACTS.

B330LV6D, WHEREAS, The Bangor Area Comprehensive
Transportation System (BACTS) acts as the metropolitan planning
organization advancing the transportation interests of the Bangor
urbanized area in carrying out federal and state mandated
urbanized transportation planning responsibilities; and
WHEREAS, voting members of the BACTS Policy and
Technical Committees include three representatives appointed by
the City of Bangor, and one representative each from the City of
Brewer, Town of Orono, City of Old Town, Town of Hampden, Town of
Veazie, Eastern Maine Development Corporation, and Maine
Department of Transportation; and
WHEREAS, City of Bangor representatives to BACTS
are currently City Engineer Jim Ring and Director of Community
and Economic Development Rod McKay; and
WHEREAS, one
additional City representative needs
to be appointed to replace former Planning Officer John Lord;
NOW, THEREFORE BY THE CITY COUNCIL OF THE CITY OF
BANGOR, BE IT RESOLVED THAT City Planning Officer Katherine
Weber, in addition to City Engineer Sim Ring and Community and
Economic Development Director Rodney McKay, be hereby appointed
as representatives of the City of Bangor to the Bangor Area
Comprehensive Transportation System.
