HomeMy WebLinkAbout2017-01-10 Airport Committee Minutes City of Bangor Airport Committee rd City Council Chambers 3 Floor January 10, 2017 Meeting Minutes The following City Councilors were in attendance: Airport Committee Chair Sean Faircloth, Councilors Sarah Nichols, David Nealley, Gibran Graham, Benjamin Sprague and Joseph Perry. Also in attendance were City Manager Cathy Conlow, Airport Director Tony Caruso and Marketing Manager Risteen Bahr. Agenda and Discussion: 1. Bids/Purchasing – Award Architectural and Engineering Services to G.L. Frost Director Caruso presented a recommendation to award a contract to G.L. Frost Architecture of Bangor, ME. Per EDA requirements, this contract is to prepare the specifications and all necessary bid documents needed to complete a competitive procurement process. These documents will be used for the EDA grant awarded for the C&L Aerospace expansion which includes facilities upgrades necessary to support building a commercial and corporate aircraft maintenance facility, including a small aircraft paint facility. Motion was made and seconded to support the Staff recommendation. Councilor Nealley asked when the work will begin. Director Caruso expects construction bids to be awarded in late winter, early spring. We have 24 months to complete the project so will begin as soon as possible. Motion approved to accept Staff recommendation. 2. Bangor Historical Society – lease agreement Director Caruso asked for Airport Committee approval of a temporary lease agreement for the Bangor Historical Society to use Airport property July 28-30, 2017. The weekend event will showcase the roles of Mainers, both civilians and soldiers, during the Civil War. The lease agreement has been approved by the City’s Legal Department and the Historical Society. Motion was made, seconded and approved to accept the Staff recommendation. 3. Airport Statistics - December Marketing Director Bahr reported 492,671 passengers at BGR in 2016, the highest annual total she’s seen in data records going back to the 1990s. This represents a 3.12% increase over 2015 and a 2.9% increase over our 4-year average. During the month of December, we had 28,668 passengers, a 1.9% increase over the prior year. Our load factors remained strong; full year load factors averaged about 80%. Director Caruso reported operational statistics were up 25% for the month and 5% for the full year. Military Operations and GA Operations continued strong again this month. There was a significant increase in cargo landings due to UPS holiday demands. Military fuel sales continued strong. We saw a 35% December increase in retail fuel sales; ending the year with a total 65.3% year-over-year increase. Councilors Perry and Graham offered positive comments about their efforts to find convenient, affordable flights from Bangor to other destinations. 4. Airport construction update – Gate 3 expansion and new jet bridge installation project The project has been completed successfully. Director Caruso shared pictures with the committee showing Gate 3 in use by the airlines. Meeting Adjoined.
