Cultural Commission Grant Recommendation - Maine Troop Greeters Councilor Nealley said he appreciated the work of the Troop Greeters and the broader definition of culture used by the Cultural Commission in expanding beyond traditional fine arts. Council Tremble asked if there could be additional funding for the organization. Julia Munsey, project manager for the Maine Troop Greeters’ Museum, gave an update on the project and fundraising. Councilor Baldacci also expressed interest in entertaining a larger request. Councilor Tremble moved staff recommendation to approve grant to the Maine Troop Greeters. Councilor Baldacci seconded. Vote unless doubted, no doubt. 2. Cultural Commission Grant Recommendation – Green Gem Holistic Healing Oasis Director Emery outlined staff concerns regarding outstanding code and planning issues with the property. Councilors Nealley and Graham indicated they also shared concerns about making an award with these outstanding issues. Director Emery suggested a conditional award could be made, to award the funding after resolution of the outstanding code and planning issues. Sandy Fortin of the Green Gem discussed the significance of the property and the booklets. Councilor Tremble moved staff recommendation to approve a CONDITIONAL grant to the Green Gem Holistic Healing Oasis, meaning the funding will only be released after the existing code/planning/land use issues are resolved. Councilor Baldacci seconded. Vote unless doubted, no doubt. Councilor Graham moved to enter into Executive Session at 5:42 p.m., Councilor Baldacci seconded. Councilor Tremble left the meeting. 3. Executive Session – Economic Development – Property Disposition – Grandview Ave. Lot Out of Executive Session at 5:53 p.m. Staff recommendation moved by Councilor Baldacci, Councilor Graham seconded. Vote unless doubted, no doubt. Councilor Graham moved to enter into Executive Session at 5:54 p.m., Councilor Baldacci seconded. 4. Executive Session – Economic Development – Property Disposition – 76 Market Out of Executive Session at 6:07 p.m., Staff recommendation to move forward with rescinding the order was moved by Councilor Baldacci, Councilor Nealley seconded. Vote unless doubted, no doubt. If the buyer proceeds with closing prior to the rescission being effective, staff may proceed with the sale. Meeting adjourned at 6:10 p.m.
