Chairperson Nichols opened the meeting.
Manager explained that agenda items one through five were for MOU’s associated with
the Partnerships in Community Health Grant that was previously approved by the
Council. Councilor Baldaccci asked for clarification on the purpose of the grant. Jamie
Comstock explained that the grant was for food security and that the MOU’s related to
assistance to sustain their plans.
1. ORDER, Authorizing the City Manager to Execute a Memorandum of Understanding
with St. Joseph Healthcare.
- Councilor Sprague motioned to accept. Councilor Weston seconded. All in favor.
2. ORDER, Authorizing the City Manager to Execute a Memorandum of Understanding
with Penquis.
- Councilor Sprague motioned to accept. Councilor Weston seconded. Councilor
Trembley abstained since he is on the Board of Directors of Penquis Cap. Motion
passed.
3. ORDER, Authorizing the City Manager to Execute a Memorandum of Understanding
with Eastern Maine Medical Center.
- Councilor Weston motioned to accept. Councilor Faircloth seconded. Councilor
Sprague abstained since he is on the Board of Directors of EMMC. Motion
passed.
4. ORDER, Authorizing the City Manager to Execute a Memorandum of Understanding
with OHI Brewer Area Food Pantry.
- Councilor Sprague motioned to accept. Councilor Weston seconded. All in favor.
5. ORDER, Authorizing the City Manager to Execute a Memorandum of Understanding
with Hampden Neighborhood Food Cupboard.
- Councilor Weston motioned to accept. Councilor Sprague seconded. All in favor.

6. ORDER,
Tracy Ouellette provided an overview of the agreement. Matt Schaub from the Bangor
Daily News was present to answer questions. Some questions were asked about the
need or the ability to restrict the request for the placement of boxes due to public
domain. Councilor Graham asked for clarification on what Waterfront Businesses were
included in the promotion project. Mr. Schaub explained that it included the businesses
in the downtown as well as greater downtown area. Councilor Graham asked if the
boxes would be fixed or if they could be moved. It was noted that they could be moved
and would be removed in November. It is just a single issue this year. Mr. Schaub
noted that it was a BETA project and that it could be an annual occurrence depending
upon the success of this project. City Manager Conlow indicated that the agreement
helps outline the responsibilities of both parties in regards to the boxes. Councilors
expressed their general satisfaction with the agreement.
- Councilor Sprague motioned to accept the staff’s recommendation. Councilor
Faircloth seconded the motion. All in Favor.
