Meeting Minutes
The following City Councilors were in attendance: Airport Committee Chair Gibran Graham,
Councilors Sarah Nichols, David Nealley, Dan Tremble and Joseph Perry. Also in attendance
were City Manager Cathy Conlow, Airport Director Tony Caruso and Marketing Manager
Risteen Bahr.
Agenda and Discussion:
1. Maine Troop Greeters Museum
Director Caruso presented a recommendation to approve a draft Council Action and Order
authorizing the City Manager to enter into a Memorandum of Understanding (MOU) with the
Troop Greeters. The MOU outlines the responsibilities and obligations for the building and
maintenance of the Troop Greeter’s Museum at Bangor International Airport. The
Memorandum has been reviewed and approved by the City’s Legal Department.
Councilor Tremble asked if this will be a room or a hallway similar to what was done at the
Cross Center. Director Caruso confirmed that this will be a similar hallway display; the hallway
through which the Troop Greeters welcomed 1.7 million service members. Director Caruso will
provide periodic updates as the project progresses.
Councilor Tremble also asked if the space was being donated and, if so, the value of the
donation. Director Caruso confirmed that the space was being donated and that we might
provide some other in-kind labor. Director Caruso will provide the Committee with the value of
those in-kind donations.
Chair Graham asked if the MOU covers selling items in the Museum. Director Caruso indicated
that this was not expressly included in the MOU. Chair Graham commented that it would be
understandable that they might want to raise funds for the organization. Would it also be
appropriate for the Airport to receive a percentage of the sales?
Motion was made, seconded and approved to support the Staff recommendation.
2. Republic Parking – Airport Parking Annual Report
Parke Clemons, General Manager of Republic Parking Systems, presented the airport’s annual
parking update including the 2016 annual operations.
3. Maine-China Network: Air Cargo Discussion
Director Caruso welcomed Jerry Palmer, President of the Maine-China Network. Mr. Palmer
described the organization’s effort to promote Chinese culture and to be a catalyst for business.
He praised the Airport for being well-run and for having dedicated employees with outstanding
customer service skills. He believes there are great opportunities for expanded cargo service at
BGR. The Network is available to support expanded service by providing translation services
and by identifying business development opportunities.
4. Airport Statistics – January, February & March, 2017
Marketing Director Bahr provided statistical data for January, February and March.
For the quarter, we’ve had 88,656 passengers, three thousand more than last year. This is a
3.5% year-over-year increase. Load factors have been very good, fares are good. Chicago and
American’s LaGuardia service are back; Newark service will start earlier than past years. These
changes create a 3% increase in capacity. New TV advertising will be coming out soon and we
will be doing special promotions and contests for the new JFK and Charlotte services.
On the Operations side, we are seeing a leveling out. We have seen a large increase in DoD fuel
sales. Overall, we continue to trend upward on the fuel sales side.
