Meeting Minutes
The following City Councilors were in attendance: Airport Committee Chair Sean Faircloth,
Councilors Gibran Graham, Sarah Nichols, Dan Tremble and Joseph Perry. Also in attendance
were City Manager Cathy Conlow, City Solicitor Norman Heitmann, Airport Director Tony
Caruso and Marketing Manager Risteen Bahr.
Agenda and Discussion:
1. Airport Public Use Policy
Director Caruso presented a draft Airport Public Use Policy for Airport Committee feedback and
guidance. In recent years, the Airport has received increased requests from groups to use
terminal space for assorted purposes. Some groups, such as the Jehovah’s Witnesses, want to
exercise their First Amendments rights to display materials at the Airport. Other groups have
demonstrated at the Airport. Given the increased requests, a formal policy would establish
guidelines for public use of Airport facilities, while also ensuring that there is no impact to our
business or customers.
Groups would obtain permits, there would be designated areas within the terminal, airport
staff would approve art displays and their locations, and there would be designated areas for
demonstrations outside the terminal.
Some councilors questioned allowing groups within the Airport. City Solicitor Heitmann
responded that access inside the terminal is allowed based on a 1987 Supreme Court decision.
Councilors agreed that having a formal policy is important.
2. Airport Advertising and Marketing Discussion and Review
Marketing Manager Risteen Bahr presented an overview of our Marketing and Advertising Plan
for 2017. The completion of the Terminal Remodel provided a wonderful opportunity to launch
new social media and advertising campaigns. New photographs were added to our website.
In addition to advertising promoting the Airport, we also developed separate campaigns
targeted to General Aviation, use of the Airport as a Tech stop and Air Cargo services.
4. Airport Statistics - April
Marketing Director Bahr reported 38,355 passengers through BGR in April, a 9.7% increase over
2016. For the year, we are up 5.3%. Load factors were soft on Allegiant and Delta.
Director Caruso reported April operational statistics were available except for International
Landings. Totals down slightly YTD and month-to-month. Military flights up over April, 2016
but down 16% for the year. This is not concerning yet. Fuel sales to this segment have
flattened, which we expected. Reseller volume is up significantly, and our total YTD fuel sold is
up 13.4% over 2016.
