The property to be rezoned is a portion of the Mount Pleasant Cemetery next to the recently constructed Habitat for Humanity house. The Church sees this Ohio Street frontage more usable as a house lots than cemetery. The acre of land will accommodate two, half -acre house lots.. Gould, Planning Officer SUBJECT: Amending Zoning Ordinance Ohio Street — Government & Institutional Service District (G&ISD) to Low Density Residential District (LDR) — Council Ordinance 17-202 Please be advised that the Planning Board at its meeting on June 20, 2017, held a Public Hearing on the above zone change request. Chairman Kenney opened the Public Hearing and asked the applicant or their representative to make a brief presentation of their application. Mr. John Frawley, member of the Mount Pleasant Cemetery Board indicated they would like to convert this portion of the Cemetery to house lots as it has access to public sewer and road frontage. To have burials there, they would need to be setback from the road and the adjacent homes such that very little space could be used. Based on existing trends, more families are electing to have remains cremated. The space demands for land is significantly less and with columbarium use, even less. The existing space at Mount Pleasant Cemetery is projected to be sufficient for 400 years. Planning Officer Gould advised the Board that the applicant's rezoning request was to provide for construction of single family homes adjacent to the Habitat for Humanity home constructed last year. The City's long term plan has recognized the Cemetery as an institutional use. To facilitate single family homes, Low Density Residentail is an appropriate district. There were no opponents to the rezoning. Member Durgin made a motion to recommend that the City Council adopt the application from Saint Paul the Apostle Parish for Ohio Street — Government & Institutional Service District (G&ISD) to Low Density Residential District (LDR) — Council Ordinance 17-202. Member Boothby seconded the motion and the Board voted unanimously to recommend the rezoning request.
