Item/Subject. Order, Referring a Resolve Regarding the Establishment of a MCMatlome Clinic in
Me City of Bangor to a Referendum to be Held on November y, 2000.

At its Tart meeting, Me City Council heap from several citizens who requested that Me Council
end to referendum a ballot question regarding Me establishment of a methadone clinic in
Bangor. This request was made by a group which has been exploring Me mechanics of placing
such an Were on the ballet by way of citizen petition. Under the City's procedures, the various
mandatory time frames cannot be met in order to have such a question on the November ballot
At meeting, Coundlar Blanchette indicated a willingness to sponsor such an action and to
have it discusud at the September 13's meeting, the last date by which it could be easily placed
on the ballot by Council action.
At the time of agenda preparation, the proposed wording for such a ballot question was not -
finalized. As a result, the attached order will require amendment by substitution M insert the
selected wording.

(]EfLE.) Orders Warning a Resolve Regarding the Bsmblishment of Memadone Clinic in the City of
Bangor to a Referendum to be held on November %2000.

Whereas, the Stare Department of Mental Heald, Mental Retardation, end Substance Abuse Services has
issued a Request for proposals to establish a methadone maintenance program in the Bangor are; end
Whereas, Aradie Hospital has responded to this request and has been selected by the State to be the
provider of tMs servicq and
Whereas. this proposed has resulted in significant interest end concern among members of this
community regarding the impact of such a proposal on Bangor;end
Whereas, as the result of Nese expressions of concern, the City Council adopted Resolve 00-149 calling
upon the Seem to defer establishment of a methadone clinic in Bangor in order to allow local law
enforcement to establish end implement a coordinated eRott to address the problem of opiate addiction
through enforcement end education and to allow sufficient time to addr s the questions which have been
mired about me prasenm ad operation of such aclinic in Bangor; end
Whereas, the City Council, by Order M-299, established a Special Committee on Opiate Addiction
composed of members of she City Council and representatives of Acadia Hospital to review the issues
surrounding opiate addiction end treatment and to issue a report and recommeMations no later man
December 15, 2000; and

Whi it is appropriate and in the bent interests of the citizens of Bangor that may be allowed to
express their opinion, at the November election, regarding the proposal W establish a methadone
maintenance program in Bangor so that their opinion may be fully considered by the State and Acadia
Hospital prior to any final decision;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR.
THAT:
The City Council of the City of Bangor shall submit the following to be voted on at the next municipal
election which is to be held on Lowenthal 9, 2000.
"Shall the following Resolve be adopted?
Be it Resolved, that the City Council of the City of Bangor, on hehalfof the citizens of Bangor, shall
request that the State of Maine and Acadia Hospital agree not to establish a methadone clinic in Ne City
of Bangor until local law enforcement hes been given sufficient time to address the issue ofopiare
diction through enforeament actions and education; until a coordinated sett policy on opiate addiction
treatment is in Alam; mrd until all questions which have been raised about the presence and operation of
such a clinic in Bangor are fully addressed and answered.
