The City is required to hold public hearings before adoption of the PY 2000 Consolidated
Housing and Community Development Plan. The Community and Economic Committee held public
hearings m then meetings on November 18, 1999 and May 17, 2000.
A copy of the proposed City of Bangor 2000/2001 Community Development Block Grant
program for the period July 1, 2000 to Jure 30, 2001, as recommended by the Community and
Economic Development Committee, is matched. Also attached is a summary of the City of Bangor
2/100 Consolidated Plan Annual Action Plan fa Housing and Community Development.

TBAT the City Council of Bangor, as the local governing body, hereby
authorizes and directs the City Manager to subudt to and file with the Department of Housing
and Urban Development a ConmBdated Housing and Community Development Plan for
Community Development Block Gram Endtlemrnt fonds as provided for in Title I of the
Housing and Community Development Act of 1974, as amended, a copy of which is on file in
the Office of the City Clerk; amt to provide such additional information and famish such
documetns as may be required by the Department of Housing and Urban Development to
execute such contract or contracts as may be necessary for the entitlement great to be received;
and to execute and file requisitions for fords.
BE IT FURTHER ORDERED, THAT, the City Manager is hereby appointed as
the authorized representative of the City of Bangor in act in correction with such Plan of the
City of Bangor for Federal Commodity Development Block Grant funds under Title I of the
Housing and Commodity Development Act of 1974, as amended.

Consolidated Plan
for Housing and Community Development
The Bangor 2000.2004 Consolidated Plan presents a coordinated approach to
addressing Bangor's housing and community development needs over a five-year period. The
goal of the plan is to integrate economic, physical and human development in a comprehensive
and coordinated fashion so that families and communities can work together and thrive.
The Consolidated Plan is developed by the Cry of Bangor under guidelines from the
federal Department of Housing and Urban Development (HUD). It describes the City's planned
use of federal, arms and local finds and other housing resources to address the needs of
homeless, and lowandmodetute-income households and persons, and persons with special
housing needs in ways that promote community and individual stability.
The 2000-2004 Consolidated Plan integrates the application, planning and citizen
participation for Bangor's Community Development Block Grant (CDBG) program. Ultimately,
the Consolidated Plan allows the City of Bangor, it citizens, housing and related services
-
providers and citizens, the opportunity b create a unified vision for community development
actions. The 20W-2004 Consolidated Plan, as required by the U.S. Department of Bunting and
Urban Development must primarily benefit low- and modem zo-income persons in accordance
with the following major goals:
• Provide decent housing. Assist boneless persons and persons with special
needs to obtain affordable housing; conserve and expand the affordable housing
stock, increase the availability of permanent housing that is affordable to low -
me households; and increase supportive housing that includes structural
Immus and services to enable persons with special needs to live in dignity in a
safe, sanitary, and suitable dwelling.
■ Provide a suitable living environment Improve the safety and livability of
neighborhoods; increase access to quality facilities and services; reduce the
isolation of income groups within areas by deeoncenhatlng housing opportunities
and revitalizing detenomfing neighborhoods; restore and preserve natural and
physical features of special value for historic, amhitectural, or aesthetic reasons;
and conserving energy resources.
■ Expand economic opportunities. Within this goal are the creation ofjobs
mailable to low -and very low-income persons; providing finding for community
development activities and projects that promotes long -tent economic and social
viability; and empowering low. and very low -most a persons in federally assisted
and public housing an achieve self-sufficiency.
CONTENTS OF PLAN
Housing, Service and Homeless Needs Assessment Includes housing and
population characteristics for Bangor and its residents and identifies housing and human
services needs. The data presented will hdorm current and firtme planning efforts as
Bangor continues toward me development of continuum of Musing and services to
meet the needs of its residents.
• Housing Demand and Needs Asseemand- includes housing assistance
needs, demand for housing, natwe and extent of homelessness, and
Musing and support needs for populations wiW special needs.
• Housing Market Analysis- addresses general market conditions, housing
affordability and the housing market.
Strategic Pian. For the City of Bangor, national and local goals for
mmunity and human development, a summary of federal, share, local and private
resources associated with the strategic plan, and the five-year activities and allocation
strategies for each of the following areas:
Public Housing Initiatives > Public INiastrucmre
Affordable Housing > Economic Development
> Homelessness > Lead -Based Paint Hazards
> Institutions] Roles & Coordination > Anti -Poverty Strategy.
Action Plan. Resources expected to be available and activities an be
undertaken during the next year in address priority needs. Indicates areas to receive
assistance sed efforts to: address homeless and other special needs, further affordable.
Musin& evaluate and reduce lead-based paint hazards, reduce the efforts of poverty,
enhance public/private cooperation, and improve the public and private housing
envie m rents.
Key Public Policies. Identifies public policies that impact housing and
consonancy development in Bangor such as the City Comprehensive Plan, income
eligibility,geog,aphic targeting, and the siting of subsidized housing.
Appendix. Provides supplemental program information, HUD -required
certifications, and a glossary of crude. Some key HUD -requited maps, clients and tables
also appear.
