By Counal Order 01-149, dated March 14, 2001, the Council authorized the execution of an agreement
with Carol R. Johnson Associates, Inc. for site plan and landscape design services for the Penobscot River
Development Project.
The Coundl has also authorized funds for a similar project for West Market Square and connecting in the
Waterfront.
ThIs Order will ratify, Ne execution of an amendment to the contract with Carol R. Johnson Associates,
Inc. for those additional services.

AMENDMENT TO CON]RACT FOR PROFESSIONAL SERVICES

This Amendment is made this, - day of/�- 2001, by and between the CITY OF
BANGOR a body politic w the State of Maine (herM�ufler "City'), and CAROL R JOANSON
ASSOCIATES, INC., a corporation with offices in Cambridge, Commonwealth of Massachusetts
(hereinafter"Consultant').
WITNESSETH:
WHEREAS, the City entered into a Contract for Professional Services with Consultant dated
April 18, 2001(hereinafter "Cmmaa h and
WHEREAS, the parties wish to expand the scope of the said Contract_ - --
NOW THEREFORE, in consideration of the mutual promises and covenants contained in this
Amendment, the parties hereto agree as follows:
1. Consulmm agrees m prmdde the persmnel, supplies, equipment and labor necessary to perform
the services outlined in Consularm s West Market gainers and Connections to the Waterfront
Proposal for Landscape Architectural Services dated May 29, 2001 attmhead hereto as Exhibit A
and incorporated into this Amendment by reference.
2. Consultant shall Schoch: invoices for payment in accordance with Section 9 of the Contract.
3. Compensation: In addition m the compensation provided for in Section 8 of Ne Com t, the
City agrees to pay Consultant for Sert ices and reimbursable expenses hereunder according to the
Proposed Scope of Services for the CRIA Design Tenn contained in Exhibit A, in an amouot not
to exceed $32,635 in professional fees to CRIA and $1,500 in reimbursable expenses to CRJA, an
mount not fees to exceed $10,000 for Jon Roll & Associates professionaland $1,500 in
reimbursable expenses related to providing San Roll & Associates, Inc. professioml services. It
is expressly agreed that the City shall receive all statements or bills for services provided under
this Amendment, and shall and does guarantee full payment of the same W the Consultant
provided that, in no case shall the [enol payments for the Services required for this project exceed
its established total budget of $45,635 without the express written approval of the City Said
statements or bills for services shall be sent to the City mombly, shall be submitted separately
from work performed under the April 18, 2001 Contract for Professional Services, services
provide by CRIA under this Amendment and services provided by Jon Roll & Associates under
this amendment shall contain an itemivation oftime by task and cost pertesk on an hourly basis.

Re: West Market Square and Connections to the Waterfront
Proposal for Landscape Archtectural Services
Dear Rodney,
Thank you for the opportunity to prepare this proposal for professional services for
West Market Square and connections to the waterfront From the materials you
provided us and from the discussions at our recent meeting, we believe we have a
good understanding of the services desired by the City of Bangor.
PROJECT UNDERSTANDING
Wert Market Square is located in the heart of hiders Bangor Center and is bordered
by Broad Street and Main Street and begins a connection from the heart of the
downtown to the waterfront Early In the development ofthe City of Bangor, West
Market Square was a prime commercial district With the urban revazlization
movement in the 1960's, this distinct was designated as the West Market Square
Historic District In the 1970's, site improvements were made to create an urban park
with seating, claming, and artwork. -
Overtime this relatively small space has been used for seating and gathering. It
accommodates reviewing stands for parades and seasonal vendor carts. As an
important crossroads and public open space, West Market Square has the potential to
be redesigned to reflect Bangore heritage and the square's history as a commercial
hub: as well as reflecting the contemporary life of this thriving, diverse city.
CRA has come to understand that the project's goals Include:
• Utilize a design style that is compatible with the architecture ofthe nearby
buildings
• Create a design so that Wert Market Square will serve as the visual focal point of
Downtown Bangor and will function as a park

• Create a design wth spatial crap nbation that identifies the true center of the square
• Create a design that reduces ambiguous meet pavement and expands Ne park safely
• Create a design that focuses pedesMan circulation and serves as a wayfnoing center and
waterfront connection
• Create a design that accommodates and inspires artwork that is substantiated by a theme

• Utilize a water feature if appropriate to the design

CRJA assumes that as in the waterfront project, we will work collaboratively with Bangor
representatives for design, engineering, and design development
PROJECT APPROACH
Phase I — She Ancli Phase
The primary goal of the Inventory and Analysis Phase is to create an understanding of site
conditions that will inform the design phase. The knowledge gained in this phase will allow the
CRJA Team to build upon Ne City's concepts with complete see understandings. We assume
that the City will provide CRJA with the electronic information necessary to create a base plan
for this project (f rt is in addition to the base plan Information already provided for the
waterfront project).
Kathleen Ogden, the CRJA Project Manager, has spent a day In Bangor meeting with City
representatives, obtaining any additional site information, and walking the site with City
representatives. With only minimal additional time for site photography and observation to be
conducted on a day coinciding with a scheduled meeting for the Penobscot Waterfront Project,
the Information already obtained will be suitable for beginning the project
CRJA will prepare a Site Analysis Diagram Nat grnphkally represents the conditions existing on
the site as well as a circulation diagram summarizing the vehicular and pedestrian circulation
patterns as observed on a typical business day (if the City has taRc data for this area it will
help). CRJA will also prepare a preliminary, project program for review with the Committee,
which will include project elements specifically incorporated to meet overall project goals and

objectives. CRIA will also prepare a [ward illustrating existing materials found In the downtown,
as a basis for discussion on the palette of standard materials
To exile m this work, CRNA will prepare the base plan with preliminary analysis and Circulation
Diagram on it the site program, and the existing conditions photographs and send them to you
We will then have a conference call to discuss these materials, synthesize goals and program,
and create a basis fortire design work This phase is intended to be relatively fast, and to
coincide with our work on the waterfront

Phase It — C rovmual Desion
CRJA will develop up to three conceptual design plans for Wert Market Square, Pickering
Square and the waterfront connections based on the goals and objectives determined in Phase
I. The conceptual sketch plans will be accompanied with mi that outlines the advantages and
disadvantages of each akemative. The conceptual design plans will be hand drawn sketch plans
that propose oven➢ she layout and materials information A a conceptual level for review by
City representatives. They will includes
• ARern ive vehicular and pedestrian circulation pattems
• Spacial configuration
• Planting concepts
• Concepts for special features
• Materials and site furnishing options — wMln goal of idenSfying standard materials
Following the meeting, CRJA will work to develop the preferred alternative fuller. We
assume that the City will obtain the services of a imfic engineer to provide input to the design,
and that there will be some coordination work for CRJA with fine engineer. This Preferred Plan
will include grading material idertifcaton, outline of type of artwork or water feature that may
be appropriate, lighting, and spatial configuration. It will also include a cost submate, which we
would like to collaborate will the City Engineer on, as being more! ifiar with local
construction pricing. CNA will either present the preferred alternative to the City during one
of the regularly scheduled meetings in Bangor, or will send the plan to the City for review.
There will be minor revisions following the City's review, of the plan, and CRJA will then prepare
the final plan on CADD.

The intent of this phase is to develop the design of the open spaces and waterfront connections
In a conceptual way, and to provide the City with a plan that has met with consensus among
the City representatives. Within our proposed hours we have included two community
meetings that can be ut lined for the audience of your choice —general public or specifically
business owners. They can be scheduled when we are still discussing design options and when
we have a preferred aftemative. The other intent of this phase is to provide the City with a
recommended standard palette of materials for pavements, unit pavers (if appropriate, curbing,
benches, tash receptacles, light Induces and signage).
For signage we have requested a proposal from a graphic designer with whom we have worked
successfully in the past His specific proposal is attached to ours, and we suggest he would be a
subconsultantto CRJAforthisproject His work would occur within this phase, and would
proceed somewhat independently from ours, as his work would include the signage systems for
gateway, directional, Identl iWon and intemre ation. We will collaborate with him for
discussions on Bangor image, character, maintenance issues, and mounting options within the
sidewalk The outcome of his work will be the signage system, raNerthan the mockups of
individual signs We are hopeful that construction and installation of his signs can be included in
later project phases. We have attached his full proposal as well as information on projects that
were a CRJA/John Roll & Associates collaboration.

In summary, CRJA has prepared the scope of work proposed herein in response to the
'Proposal to the Bangor City Council and City Staff From the Directors of the Bangor Center
Corporation For the Redesign of Wert Market Square, and based upon our extensive
experience in creating high quality, responsive urban public spaces CRJA is willing to work with
the City oBangor to determine the appropriate schedule and deliverables to meet the overall

goals of the City of Bangor For now we have assumed that the design work for Wert Market
Square would occur concurrently with the design work for the waterfront (June -July), and that
the meeting schedule for the waterfront will include this work
CNA proposes that this wodc be provided as a contact amendment to our current contrad
with the City of Bangor forthe waterfront project I have attached a matrix Illustrating the
pmposedhoursforthisproject We assume thatthe billingtesms ofour base contadwould
apply to this work (hourly to an upset plus expenses reimbursable at cost). CRJA proposes a
labor budget of $32,635, a reimbursable expense budget of $1,500, and a budget of $11,500
forJohn Roll Associates, for a total project: proposed cost of $45,635.00. CRNA welcomes the
opportunity to work with the City of Bangor on this project.
