As I discussed with you on the phone, it is not dust a matter of dusting off the drawings and reissuing them. For example, the codes have changed since 1988, especially the addition of ADA and changes to seismic. Also, the spandrel panels on the existing simcture were field applied. For the expansion this would be very costly so we need to look at alternatives. You have also requested that we look at a way to park the space on the ground floor that was onginaily planned for occupied space. Our fee includes architectural, structural engineering and mechanicallelectrical engineering services. We will prepare correct documents (drawings and specifications) review bids for the addition and perform normal construction administration. We are proposing a fee of 5% of the construction cost plus reimbursed expenses. I would be happy to discuss with you another arrangement if this method is not acceptable. From a schedule standpoint, we areable to begin this work in January. Depending on the City's schedule, this project could be bid out by the middle of spring. Pellegrino, Purchasing Agent Date: January 16, 2001 Re: Design Services Contract with Rich & Associates for expansion of Pickering Square Parking Structure On December 4, 2000, the Finance Committee approved the selection of Rich & Associates to design the expansion of the parking garage. Rich & Associates designed the original structure and the original plans incorporated some of the design features required for the additional two levels of parking. Richard Rich, Executive Director of Rich & Associates sent the attached letter with a proposed fee of 5% of construction costs plus reimbursed expense. I have reviewed this fee with other engineers and architects and everyone believes the proposed fee to be reasonable. The attached chart of standard architectural fees suggests that a fee of 6.9% of construction costs would be appropriate for parking structures. The preliminary estimate of construction costs is $2.5 million to $2.8 million which would result in a design fee of $125,000.00 to $140,000.00. As Mr. Rich mentions in his proposal, there may be building code issues to address as well as the seismic rating for the building's location. (If the seismic rating changes it may impact the building design). I am currently negotiating the terms and conditions of the design contract with Rick Rich and its final form will be reviewed by the Legal Department and presented to the City Council for final approval.
