Item/Subject Order, Directing City Staff to Take the Necessary Steps W Construct a Headquarters
Building for the Bangor Police Department
Responsible Department City Manager
Staff and Council have been working Por some time to address the cendidon of our current Police
building on Court Street and the Department's space needs. After concluding Mat the structural
condition of our current building precluded its renovadon, the potential of a new building on Court
Street was pursued. Due to subsurface conditions, the cost and limitations of building on the site
resulted in a decision to seek a new site. Over ten other sites were evaluated against an extensive
set of enters. Tvo preferred sides have been identified: B-13, a Ory redevelopment parcel located
at the intersection of Washington and Exchange, and 290 Main Street, a privately owned parcel
across from Davenport Park and near Central Fre. Development costs at loom slog are similar, with
cost estimates of between $6.3 and $6.5 million. Both sites offer certain advantages and
disadvantages. These are outlined on the attached memo.
The attached Order will direct staff m take the necessary steps to move this project forward at one
of these sites. At this point, Me order does not specify which site will be selected. As a result, the
Order must he amended by substitution to insert the site mat is selected.
Staff will be present at Mondays meeting to answer any questions that may arise.

Manager's Comments:
While both sites would meet our needs into the foreseeable future, the general consensus of the
staff working on the project is that 290 Main is a somewhat better location. 0-13 would also work
well. Both sites are significant improvements over the Department's current location on Court
Street.

WHEREAS, the current police Headquarters located on Court Sheet no longer meets the needs of the
department and Its employees; and
WHEREAS, due to the condition of the building and Me need for additional useable space, the City
originally planned to completely renovate this Irak irg; and
WHEREAS, an engineering review of the building revealed numerous structural problems Mat make

WHEREAS, more than ten additional sites were reviewed on the basis of a number of criteria including:
cost; location in or near downtown; visibility and acu slblliry; expansion potential; and
others; and
WHEREAS, based on this review, two preferred sites have been identified, a Cityrowned lot at the
comer of Washington and Exchange (known as B-13) and a innately owned Property at
2a0 Main Street; and
WHEREAS, while both of Mese sites meet the requirements for anew Police Department location, Wth
offer certain advantages and disadvantages; and
WHEREAS, in order to move focwaN with planning, design, and certain steps required before
construction can begin, it is necessary for the Coundl to select a preferred location

staff Is hereby authorized and directed to take the necessary steps to proceed with the location and

Su: Advantages and Disadvantages of Preferred Police Sites
On Monday, the Council will potentially select a site for a new Police Headquarters
Building. While we have had considerable discussions on the issues surrounding a
number of potential sites over the past year, I thought it might be helpful to once
again provide you with a discussion of the advantages and disadvantages of Me two
sites under consideration.

Advantages: The City currently owns Me property, which has been a designated
redevelopment site for many years. Based om paA egredence and the current situation,
this lot appears to have limiter development appeal to the pivate sector. The location
is somewhat nearer M the center of the downtown. Adequate parking is available on
Me site and In the nearby parking garage. Good access is provided to the East and
West Side as well as the Waterfront
Disadvantages: A large portion of the property is kicated within the 500 -year flood
plain. The majority of the proposed paging area is within the 100 -year flood plain. A
flood event, espedally, one with little notice, could result in damage to city and employee
vehicles. The site is slightly less visible than 240 Main Street, although It still has goad
visibility to cross-town tafOc uAng Summer/Independence and is significantly more
visible than our current location. Should a new Arena be built access Me street, MG
Parcel may become more appealing to private development. If an arena is constructed
nearby, there may be times when the streets around Me station are highly congested.
Potential Remedial Steps to Address Disadvantages: Based on discussions with the
appropriate regulators, it appears Me lot could be used if the building Is raised above
Me 500 year flood plain. Construction of a 20-25 space deck would allow all City
vehicles M be parked above Me 100 year flood plain. There Is a premium for such a
small deck, however, and this addition would cost approximately $20,000 per space.
For comparative purposes, an additional $400,000 to $501),000 would be required.
Traffic congestion relating to a new Arena would require that the Police Department
appropriately deploy its resources during periods of high traffic congestion. Chief
Winslow does not believe this is a significant problem. In discussions with Jonathan
Daniels, he is comfortable with a Police station at this location and believes that private
sector interest associated with a new Arena might result in redevelopment of the current
Penobscot Placa.
240 Main
Advantages: Highly visible Main Street location near Central Fine. Good East/
West access and nearwaterfront. Betterpotermil Porexpansion.

Disadvantages: Oty would be required to purchase the property from a private owner
rather than utilizing a currently owned City site. Current business in existing bullding
must be relocated. Higher potential for private development interest as Watertmnt
develops. Hmked on -street parking In the area and somewhat farther from the center of
downtown.
Potential Remedial Steps W Address Mm&antages: Cty would work with current
business to help find a new location. Other land is currently available for development
in and near the Waterfront and is likely to be sufficient to meet private market demand
for some tame.

While staff believes the 240 Main location to be the better of the two sites, all things
bang equal, both sites would meet our needs into the foreseeable future. Itis
imp0rrent, however, that a decision be made in the near future so that we can move
forward with design and constructor.
