Rem/Subject: Order, Authorizing a Memorandum of Understanding Between Bangor International
Airport and the Maine Air National Guard —Joint Use Ramp

The North end of the Arti aircraft par ing apron was recently reconstructed using Air National Guard
funding. Subsequently, the Airport and Air Guard have developed a Memorandum of Understanding to
formalize a Standard Operating procedure for coordinating the use of this area. It addresses Issues such
as notification for use of the area, fueling operations, and aircraft deiang.
The Legal Department has reviewed this memorandum and finds it acceptable. A copy is aflached for
your reNew. This order will authorize the Airport to enter into this agreement and ta formalize the
existing policies for the use of this area.

of Understanding betmeen the 101z Air Refueling Wing and Bangor International Airport

MEMORANDUM OF UNDERSTANDING
Between the 10to ARW and Bangor hrcemational Airport
SUBJECT: Use of the Heavy Duty Ramp (North and South Row) Fuel Pit, and De -
Icing Procedures.
PURPOSE: This Memorandum serves as a guide for the 101" Ain Refueling Wing and
Bangor Inho miosml Airport to better service transiem military interim. It does not
address Bangor International Airport (BIA) servicing aircraft on the Heavy Duty ramp
exclusively. Under normal circumstances, military meraft with 25 or more passengers
will be parked on the city owned ramp (Heavy Duty Ramp) and serviced by the city m a
parking spot assigned by (BIA). Surge opermias may lead In increased use of the
(Heavy Duty Ramp) and Fuel sharing operations with (BIA) and the 101° ARW.
GENERAL:
1. Transient aircraft will be parked on the South row of the (Heavy Duty
Ramp) whenever mission regwrervents dictate. During winter
operations, aircraft will positioned on the Wes[ side of South row, in
order m enure the deicing pad is available. Aircraft will not be parked
overnight within the deicing Cosa outlined in blue.
2. 1010 Maintenance will notify (BGR) Dispatch at least 30 minutes in
advance of the incoming aircraft (BGA) in tum, will notify the I Ola if
they intend to use any area of the (Heavy Duty Ramp).
3. 1W ARW transient aimraft personnel will marshal, park, and crack
aircraft perked on the (Heavy Duty Ramp).
4. City fuel trucks will correct to the fuel pit and avcraft respectively.
Only military members will operate transient aircraft refueling panels.
5. In the event of a fuel spill, the Emergency Stop button will he pushed
on the deicing panel to stop 0 flow to stormwater and deicing
containment tanks, and the fixe department will be contacted for
remediate assistance. (NAPORTANT NOTE:) The emergency stop
button only works for the deicing areas as for as I know. What system
is now in place for drainage outside of the deicing area?. In the event
of any fuel spill occurring during fueling operations conducted by the
AND, the ANG will take sole responsibility for the clean-up Cad
reporting, to include notifying BGR dispatch and providing a ropy of
the spill report Dispatch will notify the Ramp Supervisor who will
inspect the ares In determine if fuel reached the drainage system. In
the event any fuel reached the drainage trench, BGR will follow
established Standard Operating Procedures. In the event of a fuel spill
during the fueling of a military aircraft by BGR caused by the faster or
fueling vehicle, BGR will take fall responsibility for the clean W and
reporting in accordance with approved Standard Operating

Procedures.. if the fuel spill is caused by the aircraft venting fuel
and/or incorrect fuel panel setting responsibility for the clean W will
be the ANG as outlined above.
b. Only aircrew will sign the AV card.
7. (Safety Considerations) A faccto-face briefing between IOP' crew
chiefs and BGR Ramp Supervisor should be conducted prior to aircraft
arrival. The briefing should emphasize safely and all aspects of the
refueling procedure.
8. (Do-loing) (BGR) Dispauta will be contacted at least 30 minutes prior
to an aircraft being de-iced on the (Heavy Duty Ramp). C n ct
Dispatch as soon as possible for special instnrciions. Bangor
International Airport will use the North de-icing pad or for multi
deicing operations at the same time a a secondary deicing location.
The 101° ARW will be charged sewer fees based on the amount of do -
icing fluid used as depicted by the track meter.
9. Upon notification from the ANG of the need to deice an ancraft, BGR
will ensure the deicing pad valves are in dro deicing mode and flow
meter reading have been taken. Deicing operations will not commence
=it the proper valve position is verified.
10. Priority for aircraft dating will be as follows: 1.) ANG Alert Aircraft;
2) Commaniial Carders; 3) Transients 4) All others.
11. The ANG and BGR will jointly conduct familiarization training
annually.
12. Any unauthorized release to the environment restating from a failure
to follow the procedues outlined in this agreement shall be the
responsibility of the hobviduallorga fiction not following the
procedures.
Agreement and Administration:
1. In witness thereof, the 100 ARW and Bangor International
Airport have caused this agreement to be mounted, said agreement
to become effective and operative upon date of last signature.
2. This agreement is effective indefinitely, but may be terminated at
any now by mutual consent, or by written notification, at leas[ 30
days in advance of proposed termination.
