This ordinance amendment has been requested by Councilor Blanchette. R would establish an
Airport Committee as a standing committee of the City Coundl. A separate Airport Committee
ewsted pdoto 2000 when Me Council's Committee system was reorganized and the duties of the
Airport Committee were assigned to the Business and Economic Development Committee. M2003,
those duties were transferred te Me Transportation and Infrastructure Committee to relleve Me
excess workload faced by BRED at that time and to bring together under One committee all of the
City's transportation related functions.
A number of Councilors have indicated an interest in establishing a separate Airport Committee
given the size and nature of Our operations at Bangor International Airport.
The attached ordinance would do so and would remove Airport operations from the purview of the
Transportation and Infrastruch a Committee.

1. Chapter 9, Seckn 9-8. A. Is hereby ameMed as Polkas:
§ M. Standing committees.
A. There shall tre five Bg standing committees of the Ory Council, to be blown as the:
(1) Finance Committee.
(2) Government Operations Committee.
(3) Business and Economic Development Committee.
(4) Transportation and Infrastructure Committee.
(5) Airood Committee
(§) Personnel Committee.
2, Chapter 9, Section 9-8. F. is hereby amended as kllovis:
F. Trznsportation and Infrastructure Committee. The Transportation and Inhashvcture Committee
shall have the fallowing duties:
(1) Review and advisory comment Po the City Council on Proposed Council orders,
ordinances, resolves or other items relating tc the following departments, divisions and
special appropriation accounts: engineering, public works, planning, code enforcement,
harbor, , public transportation, the Parking Fund, and the
sewer fund, to include user fees and rates.
(2) Review and final approval of agreements for the rental or lease of land and/or buildings
under the control d the departments listed in SubseNm F(1) for terms not to eiceetl
three years. All other such agreements shall require approval by the City Council. The
Committee shall not grant options for the sale of land or bulkim}c a finally authorize
the anti of such facilities without prior approval of the City Council.
(3) Review and advisory comment regarding mpital plane and programs of
the general fund, AMpert Fumtl, Parting Fund, and the Sewer Fund.
(4) Review and advisory comment to the City Council conceming proposed
changes In the city's Comprehensive Plan and land Development Code.
(5) Review and approval, in accordance with Chapter 252, Sewers and Drains, § 252-25, of
sewer abatarri due ro lost water, abatements due to water used in end
manufacturetl products and development discounts.
(6) Advisory, assistance to the City Council on federal and some legislation and regulatory
matters affecting the Sewer Fund.

BE IT ORDAINED BY THE CRY COUNCIL OF THE CRY OF BANGOR THAT
Chapter 9, Section 98. F. is hereby amended As follows:
F. Transportation and Infrastructure Committee. The Transportation and Infrastructure Committee
shall have Me following duties:

ordinances, resolves or other Rema relating to the folbwing departments, divisions and
special appropriation acooums: engineering, public works, planning, code enforcement,
harbor, Bangor Intemabonal Airport, public trensportation, the Padding Fund, and the

(2) Review and final approval of agreements for the rental or lease of land and/or buildings
under the control of the departments listed in Subsection F(1) for tends not to exceed
three years. All other such agreements shall require approval by the City Council. The
Committee shall not gram options for the sale of land or buildings or finally authorize
the sale of such facilities without prior approval of the City Council.
(3) Review and advisory comment regarding capital plans and programs of
the general find, Report Fund, Parking Fund, and the Sewer Fund.

The Committee has discussed the proposal to establish an Airport Committee on several
occasions and has reviewed a number of options on how to insure that major Issues
involving Bangor International Airport receive the necessary level of Council
involvement Options that have been discussed include the formation of a separate
Council Airport Committee that would operate in a similar fashion to other current
Council Committees but focus solely on airport Issues or holding quarterly meetings,
Other with a Council Committee or the full Council, to review and discuss major Issues
of importance to the Airport.
This issue was again discussed at the Committee's last meeting. After some discussion,
the majority of the members seemed to agree on the following:
1. More time and attention should be devoted to the Airport.
2. To the extent possible, the need for additional Council/Committee meetings should
be limited.
3. The TIC Committee should be expanded from the current 3 to 5 members.
4. The TIC Committee should schedule at least one meeting each quarter to focus on
major airport issues.
Under the current Council Committee ordinance, the Council Chair has the flexibility of
appointing three to five members of the Council to any Committee. In discussing the
sire of the TIC Committee with the Chair, he has Indicated a willingness to expand its
membership to five.
Attached please find a revised version of Council Ordinance 07-113 which would charge
the Transportation and Infrastructure Committee will the responsibility of meeting at
least once each quarter tu review issues of significance to Bangor International Airport.
The types of issues that might be considered could include, but not necessarily be
limited to, passenger and budget trends, marketing plans and activities, consultant
reports and studies, capital plans and programs, and other issues related to the lung -
term sustalnability and development of the Airport- In addition, the quarterly meeting
with a focus on the Airport would generally be limited only to issues involving the
Airport. Other business of the Committee would be handled at its regularly scheduled
meetings.
In addition to this version of the revised ordinance, please also find attached the
previous information that has been provided to the Committee on this subject.

At its last meeting, the Committee held a preliminary discussion of an ordinance that
would establish a separate AirportCommittee. Due to time constraints, that discussion
was truncated, and the Committee requested that staff develop a discussion paper
noticing alternatives.
Based on the discussion, it appears that the Committee recognizes that more time and
attention should be devoted to Bangor International MqI particularly as It concems
the larger or more global issues facing it These issues tend M be displaced "a
routine business of the Committee and other major issues which arise from time to time.
Concern was also expressed about establishing anodher Committee with additional
meetings on what is, at times, an overburdened schedule, particularly given the
approaching budget season.
OPTION ONE: A SEPARATE AIRPORT COMMMEE
Establishing a separate airport committee would insure that the Airport receives greater
attention, although at the cost of adding one W We additional meedngs to the Council's
schedule each month. At the present time, full Council or Committee meetings are held
on every Monday and Tuesday as well as the first and Mind Wednesday's of most
months. An Airport Committee would likely meet on one or both of the free
Wednesdays. In addition, assigning all airport oversight responsibilities W this
Committee could, a[ times, also result in routine business forcing out longer teem issues.
OMON TWO: DESIGNATE PERIODIC TIC MEETINGS FOR AIRPORT ISSUES ONLY
One Transportation and InfravMxWre Committee meeting every two M three months
could be set aside for the discussion of major airport issues. In Mis context, such issues
would include items such as: passenger and budget bends) marketing plans and
activities; major capital improvement projects and studies; and similar global issues.
Routine issues could continue M be processed through the bi-monthly TIC meetings.
This approach has the advantage of not adding further to the Council's meeting
schedule. Unfortunately, it may not always be possible to ensure that a specific meeting
can be restricted only to major airport issues. Immediate need for Council Action and/or
Me demands/requests of the public and/or individual Council Members may, and likely
will, derail our best intentions W keep bi-monthly or quarterly meeting focused on
Bangor International alone.
OPTION THREE: SCHEDULE QUARTERLY COMMUTE E OR FULL COUNCIL WORKSHOPS
Regular Council and Committee meetings are not scheduled during weeks which begin
with a fifth Monday. These occur four times a year. A meeting to focus on major
Airport Issues could be scheduled In each of these weeks. Again, routine and on-going
matters would be handled on an aa -needed basis by TIC, insuring that time and
attention at these quarterly meeting would be focused on strategic airport issues.
These meetings could be full Council wodcshops, special meetings of the Transportation
and Infrastructure Committee, or meetings of a separate Airport Committee.
RECOMMENDATION
I would recommend that option three be adopted as the best way W integrate the
concern that greater time antl attention be de ratetl to Airport issues while minimizing
any significant increase in Council/Committee meetings.
To implement chis recommendation, I would suggest that a new Airport Committee be
established with the charge of meeting quarterly during fifth Monday weeks to review
airport operations and discuss major airport Issues. Routine business would still be
handled "a TIC Committee. To insure consistency between the Airport and TIC
Committees, I would suggest that the Airport Committee be composed! of the members
of the Transportadon and Infrastructure Committee and two additional Councilors
appointed by the Council Chair.
CONCLUSION
Attached please find the original ordinance calling for the creation of an Airport
Committee and an amended version incorporating the recommendation outlined above.
