The City Is required to hold public hearings before adoption of the FY 2008 Consolidated! Housing and
Community Development Plan. The Business & Economic Development: Committee held two public
hearings M their meetings on March 5, 2008 and May ], 2008.
A copy of the proposed City of Bangor 2008/2009 Community Development Block Grant Program for the
Period July 1, 2008 to June 30, 2009, as recommended by the Business & Economic Development
Committee, is attached. Alan attached Is a summary of the City of Bargor 2008 Consolidated Plan Annual
Action Plan for Housing and Community Development.

(TITLE.) ORDER, Authorizing Execution and Filing of a Final Consolidated Housing and
Community Development Plan for Community Development Entitlement Funds under
Title I of the Housing and CommunityDevelopment Act of 1974
BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
the City Council, as the local governing body, hereby authorizes and directs the City Manager to
submit to and file with the Department of Housing and Urban Development a Consolidated
Housing and Community Development Plan for Community Development Block Grant
Entitlement Funds as provided for in Title I of the Housing and Community Development Act of
1974, as amended, a copy of which is on file in the Office of the City Clerk, to provide such
additlonal information and fumish such documems as may be required by the Department of
Housing and Urban Development to execute such contract or contracts as may be necessary for
the entitlement grant to be received, and to execute and file requisitions for Ponds.
BE IT FURTHER ORDERED, THAT
the City Manager is hereby appointed as the authorized representative of the Gty of Bangor to
act In connection with such Plan of the City of Bangor for Fedeal Community Development
Block Grant funds under Title I of the Housing and Community Development Act of 1974, as
amended.

2008 Annual Action Plan
The Bangor 2008 ConsoBdated Pled Annual Action Plan presents a coordinated
approach to addressing Bangor's housing and community development needs over the five-year
period addressed by the 2005-2009 Consolidated Plan. The goal of the plan is to integrate
economic, physical and hunch development in a compreheasive and coordvuted fashion so
that families and wmmudties ran work together and thrive.
The Consolidated Plan describes the City's planted use of federal, slate and local funds
and other housing resources to address the weds of homeless and low- and moderate income
households and persons m ways tom promote commodity and individual stability.
The 2008 Consolidmed Plan Annual Action Plan inmgmtes the application, planning
and citizen participation for Bangor's Community Development Block Grant (CDB(3)
Program.
Ultimately, the Consolidated Plan allows the City of Bangor, its citizens, and housing
and related service providers, the opportunity to create a unified vision for conmmdty
development actions. The 2008 Bangor Consolidated Plan Annual Action Plan, as required by
the U.S. Departnwnt of Housing and Urban Developrwnt must primarily benefit low- and
moderme-ineome persons in accordance with the following major goals:
+ Provide decent housing. Assist homeless persons to obtain affordable
housing; retain the affordable housing stock, increase the availability of
permanent housing that is affordable to low-incmne households; and increase
supportive housing that ineludes structural features gall services to enable
persons with special needs to live in dignity.
+ Provide a suitable Bring wvironment. Improve the safety and livability of
neighborhoods; increase access m quality facilities and services; reduce the
isolation of income groups within areas by de -concentrating housing
opportunities and revitalizing deteriorating wig hborhoods; restore and preserve
natural and physical features of special value for historic, architectural, or
aesthetic reasons; and conserving energy resources.
+ Expand economic opporluhites. Within this goal are creating jobs accessible
to low- and very low-income persons; providing fending for community
development that promotes long-term economic and social viability; and
empowering low- and very low-ineome persons in federally assisted and public
housing to achieve self-sufficiency.

CONTENTS OF PLAN
Housing, Service and Homeless Needs Assessment: Includes housing and Population
characteristics for Bangor and its residents and identifies housing and human services needs. The
data presented will inform current and future planning efforts as Bangor continues toward the
development of a continuum of housing and services to meet the needs of its residents.
• Housing Demand and Needs Assessment- includes burning assistance needs,
demand for housing, nature and extent of homelessness, and housing and support
needs for populations with special needs.
• Housing Market Analysis- addresses general market conditioms,housing
affordability and the housing market.
Strategic Plan: For the City of Roger, national and local goals for community and
human development; a summary of federal, state, local and private resources relative to the
strategic plan, and the fivo-yem activities and allocation strategies for each of the following
areas
Public Housing initiatives > Public Infrastructure
Affordable Housing > Economic Development

Action Plan: Describes resources expected to he available and activities to be

improve the public broad ng envirorment.
Key Public Policies: That impact housing and community development in Bangor
