The Are Department has received a gram from the federal government to be used for the
purchase of a replacement unit for the Department's 191? snorkel. Under the terms and
condleons of the grant, k most he expended during the wnent calendar year. Under our
normal bid process, such a purchase would require the preparation of bid specifications, a period
of time for companies to respond to the bid, bid evaluations, and award. The unit would then be
bulk with delivery from 12 to 18 months after the order is placed. As a result, the time limit of
the grant could not be met. The attached order would waive the formal but requirement.
The Department intends m contact manufacturers and seek out demonstrators or units already
in production and which could be delivered In time to meet the requirement of the grant. The
Department has used a similar process In the past primary for the purchase of ambulances,
and has been pleased with both the price and performance of these units.
final approval of a purchase will continue W require a recommendafion from the finance
Committee and approval of the Counal. At the time the Department is prepared W recommend
a purchase, it will also report on its efforts to ensure a oompetnive process.

CITY OF BANGOR
(TITLE.) ORDER, Waiving Bid Requirements for purchase of Aerial Unit for Fire Department
WHEREAS, the Bangor Fre Department has received a grant from the Federal Assistance to
Freighters program for $650,000 for the purpose of replacing the Departments
1977 snorkel; and
WHEREAS, the Finance Committee has accepted the Departments recommendation that a
combined pumper and 75 foot aerial unit be purchased; and
WHEREAS, the Department estimates that such a unit may cost up to $650,000; and
WHEREAS, me terms of the grant require that the federal funds be expended during this
calendar year; and
WHEREAS, this deadline cannot be met if the normal bid process is beloved due to tne time
required to prepare, Issue, and respond W the bid and the length of time needed W
constuQ a unit in accordance with the requirements of a bid document; and
WHEREAS, demonstrator units or units already under production are frequentry available; and
WHEREAS, the Department has purchased such units in the past, often resulting in significant
cost savings for units which have met the Departments needs;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR
THAT
The requirement to issue bids for the purchase of a combined pumper and sepal unit to replace
the Fire Departments amen 1977 snorkel is hereby walw:d. The Fire Department is directed
to work closely with the Finance Department in its efforts to identify an acceptable unit to
recommend for purchase. The Department shall undertake its best efforts to maximize
competition in the procurement of this unit and shall report M this effort at the time a
purchase recommendation is made to the Finance Committee of the Council. Final approval of
such purchase must be approved by the City Council.
