On FeMuary 14, 2005, the City Council created! a Community Advisory Group m advise Me Oty
Council and Colonial Management regarding the establishment of a methadone clinic at the Maine
Square Mall. Over the past two years, the Community Advisory Group fulfilled Is mission and
providetl a forum for continuing diswsslons of methadone dinic-related issues and by and between
the City, State, and the several methadone clinics located in Bangor. The term of the Community
Advisory Group eogAres on January 1, 2008. The Community Advisory Group recommends that its
term be e#ended and its pumose amended to allow it to continue th provide a forum for
communication between the CM, State, and methadone clinics

CITY OF BANGOR
(TITLE.) Order, Reauthorizing a Special Committee of the City Council entitled "Community
Advisory Group on Methadone Clinics."
WHEREAS, on February 19, 2005, the City Council created a Community Advisory Group (CO
05-81) to advise the City Council and Colonial Management regarding the
establishment of a methadone dinic at the Maine Square Mall; and
WHEREAS, over the past two years, the Community Advisory Group has fulfilled IN mission
and provided a forum for continuing discussions of methadone clinirrelated issues
by and between the City, State, and the several methadone dinics; and
WHEREAS, the tern of the Community Advisory Group expires on January 1, 20W; and
WHEREAS, the Community Advisory Group recommends tort its term be extended and its
purpose amended to allow R to cantinue to provide a forum for communication
between the City, State, and methadone dinics;
NOW, THEREFORE, BE n ORDERED BY THE CM COUNCIL OF THE CITY OF
BANGOR, THAT:
In accordance with the Code of the City of Bangor, Chapter 9, § 9-9, a Community Advisory
Group on Methadone Clinics is hereby established as a Special Committee of Me City Council.
PURPOSE. The purpose of the Community Advisory Group is to provide a forum for
communication between the Cay, State, and methadone clinics within the City of Bangor.
Issues of interest include, but are not limited to, state regulation of methadone clinics, new
treatment options, patient demographics, and manner of methadone dinic operation,
COMPOSITION. The Community Advisory Group shall be composed of a Bangor City
Councilor, who shall serve as the Chair of the Communiity Advisory Group, the Chief of Police
(or his or her designee), the Director of Bangor Health & Community SeMces (or his or her
designee), a representative of the Maine Office of Substate Abuse, a representative from each
methadone dinic operating in one CM of Bangor, and other interested parties invited to
participate by the Chair,
REPORTING. The Community Advisory Group shall make regular reports In the form of
minutes of meetings to the Bangor City Council or a designated Counal Committee.

MEETINGS. The Community Advisory Group shall endevor th meet on a quarterly basis, or
more often as the Chair deems necessary. Meetings shall be open to the public with prior
public notice in accordance with the freedom of Access law of the State of Maine.
STAFF SUPPORT. Staff support for this Group shall be provided by the City of Bergor, as
designated by the City Manager.
TERM OF EXISTENCE. The Community Advisory Group shall remain in existence for a term
of three years, ending January 1, 2011. At that time, the Community Advisory Group shall
determine whether a need remains for Its continued existence and shall make a
recommendation as to Its continued existence to the Bangor City Caundl.
EFFECTIVE Mn. This Order shall become effective upon irs adoption by the City Council.
