Commentary:
Ata recent Council session with the City Manager, a priority Identified by the Council was the ability
to incus on larger policy issues at the Committee level. By removing discussion of murine
bids/contracts, the Committee would have more time m focus on policy Issues such as, Pond
balance, overall financial positions and revwwand update eeistlng policyand developing new policy.
On February 22, 2011, the FinanceCommittee discussed an amendmentm the procurementpolicy
Mat would allow staff to award bids/contracts valued at $50,000 orless, provided thatthe bids were
routine and did not contain any irregularities. The proposed polity would require that Committee
approve all bids where low bid is not recommended, all requests m waive the bid process, and all
contracts awarded as a result of a request for qualifications. In sector, any Nds/contracls awaked
under the proposed language would be reported m the Finance Committee on a monthy basis.
The Finance Committee unanimously recommended this for Council approval. Should the Council
concur with the Finance Committee, the attached order would amend the Citys procurement policy.

(TITLE.) Order, Amending the City of Bangor Procurement Policy
By the Co Council of the O'ty of Bangor.
ORDERED, THAT Article 2 — Office of the Purchasing Agent, Section 102 — Authority and
Duties of the City of Bangor's Procurement Policy Is hereby amended by adding the
following subsection:
(2) Authority. The Purchasing Agent shall have the authority to award bids and/or
contracts where the value is $50,000 or less under the following cordibons:
(a) Funding for the item or service has been approved in the current year
budget; and
(b) The recommendation is to award to the low bidder; and
(c) The City has previous experience with the bidder; and
(d) Where vendors, staff, Councilors or members of the public have not
expressed concern/Dr heightened interest in some farm about the item bid
or the bid process itself.
All bids or contracts awarded under this section will be reported to the Finance
Committee on a monthly basis.
