HomeMy WebLinkAbout2011-02-14 11-082 ORDERDomino. 11 082 Date: February 14, 2011 Item/Subject: Order, Authorizing and Directing a Collaborative effortregarding the Assessing Function in the Towns of Veazie, Orono and the City of Bangor Responsible Department: Ory Council / Assessing Commentary: In May 2010, the Bangor City Council adopted a Resolve expressing Interest and intent to work with the Town of Orono and Veazie to explore opportunities for collaboration. Since that time, a working group of representatives from each community have been meeting to find areas of common Interest. As a result, the Assessing function has been identifietl for further Sh dy and review regarding possible collaborative efforts. This Order authorizes Bangor staff to work with the staff members from Orono and Veazle to develop a plan for a potential cooperative and/or consolidated municipal assessment service among the communities. Assessor Birch recently provided an update to the Government Operations Committee. ORDER, Authorizing and Directing a Collaborative Effort regarding the Assessing Function in the Towns of Veazie, and Orono, and the City of Bangor WHEREAS, the Councils for the City of Bangor and the Towns of Orono and Veazie desire to find opportunities to partner on municipal services; and WHEREAS, the stated goals of these opportunities are to find cost savings and/or improve the delivery of municipal services across the three communities; and WHEREAS, the Councils from the three communities have appointed a subcommittee which includes two council representatives and the manager's from each community for the purpose of studying these issues; and WHEREAS, the subcommittee has studied the delivery of Assessment services and determined that each of the communities could potentially benefit from a collaboration of the Assessment system; and WHEREAS, the subcommittee identified several potential benefits of Assessment collaboration including depth of staffing and overall Improvement of assessment services; and WHEREAS, the subcommittee recogi that the three communities utilize different technology and processes for implementing assessment services; and WHEREAS, the subcommittee felt that these differences could be overcome through a collaborative partnership that identified differences and worked cooperatively to address those differences; NOW, THEREFORE, BE IT ORDERED THAT THE CITY COUNCIL OF THE CITY OF BANGOR DOES HEREBY AUTHOME AND DIRER THAT: staff from the City of Bangor work collaboratively with the staff from the Town of omrro and the Town of Vane to develop a plan for identifying and implementing changes that would be necessary to Implement a cooperative and/or consolidated assessment service; and Me group develop this operational plan and potential Implementation based on the best practices In the field of assessment; and the plan identify the benefits and limitations of a coordinated and/or consolidated assessment service and include best estimates of implementation costs for the respective communities. the staff of the three communities report back to the subcommittee and three Councils spherically with updates and progress reports. n c cooncn IA " 14. 2011 tlaclmMade aM gecovded [o: Pessege P �ad I1Y 11Y1y$1 �. i 1 ott reWdi g the Fuvctla > the Trove of Peuie o and the City of gevgo; .p QglYLlbr_�OL�N�� MA[
