Commentary: Bond properties, LLC has requested tentative developer status for a development
Parcel on Front Street at the downdver end of the bulkhead. Proposed is a restaurant and banquet
facility that would seat approximately 400 people.
This proposed Order would grant Bond Properties, ULC exclusive status as tentative dev oper of the
site designated as Parcel 3 in the Waterfront Development materials. Parcel 3 is a 17,095 square foot
lot that can accommodate up to a 2'h story building with a maximum fact print of 11,966 SF and a

WHEREAS, Bond Properties, LLC has proposed to develop a commercial building on tlu City
owned development parcel located on Front Street at the downriver end of the
bulkhead designated as Parcel 3; and
WHEREAS, Bond Properties, LLC has requested that they be designated "tentative
developer' of Parcel 3 in order to allow time to prepare a definitive development
proposal and for City staff to negotiate a proposed development agreement for
consideration by the City Council; and
WHEREAS, the Gty has granted"tentative developer" sbtus to potential developers on
various City owned development sites in the past, thereby providing the
developer time to prepare a specific development proposal for the City Council's
consideration and during which time the City agrees to deal exclusively with the
designated tentative developer for the purpose for which tentative developer
status was granted:
BE IT ORDERED BY THE CITY COUNCIL OF THE CM OF BANGOR THAT
Bond Properties, LLC is hereby designated the tentative developer of the City owned
development lite on Front Street at the downriver end of the bulkhead designated as Parcel 3,
and that such designation is in effect until December 26, 2011. Fond Properties, LLC shall have
until that time to prepare and submit in writing to the City's Director of Community and
Economic Development a definitive proposal for development of the site. During the period of
designation, the City agrees to deal exclusively with Bond Properties, LLC for the purpose for
which tentative developer status was granted, and City staff is authorized to negotiate a
development agreement with Bond Properties, LLC for the City Council's consideration setting
forth the proposed terms and conditions under which the proposed development would be
allowed to move forward. The development agreements, if approved by the City Council, would
ensure that the development would conform to building plans and uses approved by the
Business and Economic Development Committee and that Bond Properties, LLC demonstrates
that they have the financial capacity and ability to cavy out the development proposed before
receiving the approvals needed from the City to proceed. The proposal submitted for the City's
consideration shall be sufficient in detail m outline the scope and quality of development and
convey sufficient information for the City to Salentine the level of investment proposed and
character of the work to be performed. The proposal is to include a preliminary site plan
showing the footprint of the proposed building and Who improvements in relationship to the site
and surrounding improvements; suitable cross-sections and elevations of the proposed building
and improvements showing the relationship of goes to surrounding grades and indicating the

number of stories and exterior building materials proposed to be used to enable the City to
determine the compatibility of the proposetl building and improvements ro the development site
and Waterfront Development plan; and preliminary Floor plans showing proposetl general room
layouts and proposed use, including entrances and exits and overall flow area for each floor.
The proposal should also provide information on tf a "tentative developer`s" past development
experience and provide separately such financial infomation as may be requested W provide
assurance to the City that the "tentative developer has the ability, and financial capacity W
carry out the development. The City Moll treat any information provided! relating to the tentative
developer's personal or business financial assets confidentially as allowed by State Statute.
