STAFF COMMITTEE RECOMMENDATIONS
MARCH 7, 1997
A portion ofthe Staff Committee me on Friday, March 7, 1997 m review the outcome cfthe
Municipal Operations Committee meeting of Taesday, March 4, 1997. Two additional Public
Works employees filled in as a result of the low attendance at this meeting.
Present: 1. Hughes, D. IEllmxn, 1. Murphy, D. Wardwell, M. Polyot and A Stockus.
The Municipal Operalums Committee results were reviewed before we commenced
talking about the Staff committee goals. The charge from the Municipal Operations Committee
was to address three specific meas; Operational details of the cleari the enforcement details
and the educational plan necessary to insure the mawmum compliance. Defining the materials in
each category was another of the directions of the Munlcipul Operations Committee.
WHITE GOODS: Stoves, Washing machines, dryers, dishwashers, hot water heaters.
(freezers, refiigemtars and air conditioners will not be taken
because of the presence of head).
YARD WASTE Brush leleaves,gmden, wgSte and miscellaneous organic material.
BROWN GOODS' Smull appitersrceess,asuuchh as, radios, TV's, and rtmws.
BOLRY WASTE Furrutme matvesses, etc.'
The first detail, regarding the finting of the collection, was discussed Said suggestion
was made to separate the white good collection from that of the yard waste. The tentative
Schedule for the white goods collection, but the entire City. is May 5 through 9,19W This u
nrusoned as the lead into the Spring Cleanup. By having the white goods first it centers
attention of the cleanup without mixing the material and creating some of the problems that have
occurred,inthepast The uubsidecollection ofywd waste would begin with the close of the
white good collection. Yard waste would be collected from May 12 through May 23, 1997, The
Public Works foremen feel that with only the yard waste at the curb and with pulp trucks picking
it up to allow the Public Works crews to perform maintenance duties the pickup can be completed
in two weeks time.
The second pmt of the cleamp involves a drop off area, or central collection point,
Suggested to be located at Public Works, for comewervve to the City and the residents. This
collation point would be operated on four successive weekends May 3 & 4, May 10 & 11, May
17 & 18, and May 24 & 25, 1997. The drop off would be used for the Brown goods and Bulky
waste items only, No demo debris or havardous waste would be accepted.
Operation Thestaffine for the drop off would be with four to five Public Works
employees depending upon the need.
The location would be at Public Works behind the Public Works fence
enclosure. It would he necessary in provide access through the Public
Works compound, by the dispatch office with a circular pattern leaving
the facility at the southerly end of the compound. Gates on either end of
the compound would be helpful but would not be practical, at this point,
unless a commitment were to be made to create a permanent drop off
ester at this location
Petits for this operation would be distributed through Treasury and
Public Works. The permits would be on a fee basis or could be free.
Suggestions were made to have the permits color coded in denote the
weekend that the resident would bring the material to Public Works. This
would arable to Department to schedWe the stating with some degree of
certainty, other suggestions with regard to the permits centered around
the number of trips a resident would be allowed Multiple tickets or
permits and asystem for punching the permit on the first and or second
tnp an taking the ticket on the final trip were suggested. A suggestion was
made that a fee for the permits be set at $ 5.00 each.

would be offered to inform the residents of the coming program and
changes in this years collection Ads th newspaper and TV spots would be
used to fill in the educational end of the program. Instructions for the
collection would also be primed on the permits listing what would be
infected, where it would be collected and the comenals that would not be
collected. Questions remain about distribution of the door knockers, who.

Works Staff will lock into "borrowing" rolloff containers and MUCH truck
from wastewater to supplement the Public Works rofoffs. There isn't the
same urgency with the City rolfoffs that there is with the rental uNts from
Sawyer. The City has about thirty, days to move the material before the
quesuoos of a transfer station becomes an issue. One across to the rear of
the Public Works compound would be sealed off and access would be
through only one route, by the dispatch office with a circular traffic pattern
and the resideats eating along the southerly fence line of the compound.
These areas of access both north and south of me fenced in compound
should be gated to prevent further dumping. There are currently
individuals that are taking advantage of this ares in off hours and dropping
not only brash, which has been acceptable but trash as well
