While it has been adjusted annually in accordance with the Consumer Price Index, there has not been a comprehensive review in some eighteen years. The Code Division recently initiated a comprehensive review of its activities and the actual costs associated with performing those activities. The result is a revised fee schedule that is presented for consideration. The proposed changes, in addition to being based more closely on the actual cost of the service provided, also moves the City closer to the nationwide fee schedule average for projects of varying use groups, construction type, and size. This proposed Ordinance amendment will decrease impact on the General Fund from the Code office, and will shift those costs tc the actual users of the services, including tax-exempt entities. This proposal was reviewed in connection with the recommended Fy2011 budget and the consensus of the Council was to begin the formal adoption process. I. CONSTRUCTION All new construction (residential and commercial) permits shall be based on a fee multiplier of .007 .0075 multiplied against total construction costs derived from appropriate calculations pursuant to the adopted ICC type of construction method/permit fees as presented to the City of Bangor and in effect as of July 1 in any calendar year. EXISTING RESIDENTIAL CONSTRUCTION: including, but not limited to remodeling, new fences, decks, swimming R2gls, foundations, utility buildings, concrete slabs, garages, additions, fire escapes, handicap ramps. FEE: $34.00 minimum plus $7.00 per $1,000.00 of construction cost over $2,500.00. No maximum fee. EXISTING NON-RESIDENTIAL CONSTRUCTION: including, but not limited to remodeling, additions, alterations, fences, concrete slabs, canopies, accessory structures.
