Commentary: The current fee schedule for various Code Enforcement related
permits was implemented in 1992. While it has been adjusted annually in accordance
with the Consumer Price Index, there has not been a comprehensive review in some
eighteen years. The Code Division recently initiated a comprehensive review of its
activities and the actual costs associated with performing those activities. The result is
a revised fee schedule that is presented for consideration. The proposed changes, in
addition to being based more closely on the actual cost of the service provided, also
moves the City closer to the nationwide fee schedule average for projects of varying
use groups, construction type, and size. This proposed Ordinance amendment will
decrease impact on the General Fund from the Code office, and will shift those costs tc
the actual users of the services, including tax-exempt entities.
This proposal was reviewed in connection with the recommended Fy2011 budget and
the consensus of the Council was to begin the formal adoption process.

Schedule of Fees
Note: In accordance with Section M below, fees are increased to match the Consumer Price Index
on July 1 of each year.
I. CONSTRUCTION
All new construction (residential and commercial) permits shall be based on a fee multiplier of .007
.0075 multiplied against total construction costs derived from appropriate calculations pursuant to
the adopted ICC type of construction method/permit fees as presented to the City of Bangor and in
effect as of July 1 in any calendar year. New section, see examples.
EXISTING RESIDENTIAL CONSTRUCTION: including, but not limited to remodeling, new fences,
decks, swimming R2gls, foundations, utility buildings, concrete slabs, garages, additions, fire
escapes, handicap ramps.
FEE: $34.00 minimum plus $7.00 per $1,000.00 of construction cost over $2,500.00. No maximum
fee.
EXISTING NON-RESIDENTIAL CONSTRUCTION: including, but not limited to remodeling, additions,
alterations, fences, concrete slabs, canopies, accessory structures.
FEE: $49.00 minimum plus $7.00 Per $1,000.00 of construction cost over $2,500.00. No maximum

BELATED FEE FOR LATE APPLICATION AFTER WORK HAS BEEN STARTED:
Any work started without benefit of a permit shall be served a Stop Work Order, and if
subseauentiy permitted pay 500/o additional to the reauired permit fee
SWIMMING POOLS:
Permanent in -around or above -around with side heiahts greater than 30" and/or gallon capacity of
1.200 gallons or more.
FEE: Above around pools $35.00
In -ground pools $50.00
OBSERVATION STANDS AND AMUSEMENT STANDS:

MOVING OF BUILDING:
Removal of a building or structure from one lot to another or to a new location on the same lot
FEE: $50.00 plus 100% of any direct cost for services provided by the City.

25 - 100 Spaces FEE: $100.00
101 - 300 Spaces - FEE: $150.00
301 or more - FEE: $250.00
EXCAVATION: (Fees are in addition to other applicable fees)
Grading and filling as defined by the Land Development Code.

Small Structures: such as garage or shed with no sewer connections - FEE: $15.00
BELATED FEE WILL BE CHARGED WHERE DEMOLITION HAS BEEN COMMENCED WITHOUT BENEFIT
OF A PERMIT A STOP WORK ORDER WILL BE ISSUED AND THE FEE DOUBLED BEFORE A PERMIT IS
ISSUED.

Inspection fees will be charged dependent on project costs and staff inspection time incurred
based on the following scale:

Any work started without benefit of permit after one business day. after receipt of notice, if
subsequently Permitted, pay double the required permit fee.
