Management Review of the Police and Fire Departments

Commentary:
On July 26, 2010 the Council authorized the issuance of a Request for Qualifications for
Consultant Services to Review Public Safety Operations. A combined staff/ Council committee
recently completed interviews of four of the respondents and expects to bring forward a
recommendation to the Finance Committee on October 18th along with this accompanying
funding Resolve. If recommended for approval by the Finance Committee, both the award of
contract(s) and funding Resolve would return to the Council on October 25th
The attached Resolve will appropriate $71,500 from the General Fund's Undesignated Fund
Balance to fund the costs associated with these services.
As of June 30, 2009 the City's Undesignated Fund Balance of $8,743,388 exceeded the Council
target of 7.5% of operating expenditures by $2,411,281. To date only $141,000 of this amount
has been committed by the Council for other purposes. In general, the City's Fund Balance
policy indicates that undesignated fund balance should be used primarily to insure adequate
designated reserves, to respond to unforeseen emergencies and to provide overall financial
stability. Based on the unforeseen, unique and non-recurring nature of this appropriation, this
Resolve appears to meet the intent of the City's Fund Balance policy.

BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT $71,500 is
hereby appropriated from the General Fund's Undesignated Fund Balance to fund the costs
associated with contracting for Performance Management Review Services at Bangor Police and
Fire Departments.
