NARRATIVE:
Dignity First, a 501 c3 nonprofit in Bangor, Maine, is dedicated to addressing homelessness by creating a
permanent supportive village of tiny homes for unhoused people and intentional neighbors. Founded in 2019,
Dignity First was built on the principle of neighbors caring for neighbors. Through our research, community
interactions, and guidance from diverse individuals with varied experiences, we believe that homelessness is
not primarily a loss of housing but a profound and catastrophic loss of family. When the strong connection and
support of family are absent, the community must step in to fill that void.
Dignity First is cultivating a permanent supportive village for unhoused people and intentional neighbors. As
replicators of the Community First! Village (CF!V) model, we have aligned our vision and mission with the core
philosophies of CF!V's founding organization, Mobile Loaves & Fishes (MLF). Their success in lifting over 600
individuals out of homelessness in Austin, TX, maintaining an 85°/o retention rate for formerly chronically
unhoused residents, and inspiring dozens of organizations to replicate their model, continues to guide us
through our Village development process.
Guided by the philosophies and practices of the CF!V model, we are shifting from a formulaic and transactional
approach to Housing First to a dedicated focus on transformational relationships to stabilize and support
individuals recovering from the trauma of chronic homelessness to achieve the Housing First goals. Our
project, Homeful Village, is built around four cornerstones, each supporting an essential role in fostering
transformational refationships and driving the design and creation of the village.
The demonstrable success of the CF!V, as evidenced in a growing movement of dozens of replicators across
the United States, motivates Dignity First to cultivate the CF!V model here in Bangor as an integral project in
the necessary progression of the City of Bangor's 2022 Community Development plan. Homeful Village
addresses community development needs in alignment with several policies in this comprehensive plan based
on Community Development Block Grant goals.
While the Dignity First model and philosophies are significantly informed by the CF!V model, Homeful Village
will be owned and managed by Dignity First as an independent, local community-based nonprofit. Dignity First
excitedly anticipates the project's potential impact on the agencies, organizations, and resources currently
overstretched by the magnitude and intensity of need among unhoused people. Opening Homeful Village, as
part of a comprehensive housing plan, would alleviate the burden on overstretched caseworkers and support
systems. It will also widen some of the shelter to housing bottleneck which has seen a 50% increase in number
of days per guest in the past year.
A consistent concern repeated by many people in local, regional, and state leadership roles has been the
importance of organizations working together and collaborating to affect substantial change. Dignity First's
vision to promote a culture of abundant community with people who are homeless directly addresses this
concern. Developing community partnerships to work in tandem, supporting each other's shared goal to
compassionately create a thriving community honoring the dignity of all, is key to the sustainability of Homeful
Village.

Available utilities: The proposed site is within Public water and sewer lines, and is in fact adjacent to the new
water tower being constructed.
Local land use conformitv: The current zoning, Government and Institutional Services District, includes
permitted conditional use for permanent supportive housing. There is another PSH project being developed on
an adjacent property with which we have a partnership to share resources and support services for residents of
both our programs.
Summary of any known or suspected environmental concerns: This site is part of the SLODA area.
However, the architectural engineering company with whom we are working has built soils investigation,
stormwater management, topography boundaries surveys, etc. into the budget and process of
pre-development. Additionally, many evaluations of environmental concerns such as landscaping, paved
areas, and impact of any oth'er factors such as outdoor lighting and proximity to established neighborhoods
and businesses, were reviewed during the application process for the new water tower construction abutting
the desired property. During November 2024, a Technical Assistance Panel from the Urban Land Institute will
be working with us to evaluate in more detail the impact of our plans and designs on the existing ecosystem as
well as to plan and design the village for sustainability, particularly, water and energy efficiency and
conservation.
Eligibility Criteria#or Unhoused Applicants:
. Documentably chronically homeless according to the United States Department of Housing and Urban
Development's definition of chronic homelessness.
• Preference for those who have lived in Bangor or the surrounding area for at least one year prior to
application.
• Subject to background checks and verification of criminal history and any mandatory registry status.
Felonies are not automatically disqualifying, but factors such as how recent the applicant was
convicted, the level and type of conviction, and any mandatory enrollment on the sex offender registry
will be considered.
As a footnote, Dignity First must meet the requirements of federal and state anti-discrimination laws through
the application and housing process.
Neighbor Application Process
• Completion of a coordinated assessment by a local coordinated entry access point.
• Virtual tour of the village.
• Submission of a housing application.
• Eligibility verification.
• In-person interview, including financial planning, community rules review, and a tour of the village.
• Approval of the application.

Site Selection:
Dignity First evaluated over a dozen potential sites and engaged WBRC Inc. to conduct a site selection
comparison. The process weighed factors such as Community Identity and Vitality, Water/Sewer accessibility,
Zoning, proximity to Essential Services, Power and Communication accessibility, Soil composition, Adjacent
Land Uses, History of the parcel, Lot Shape/Size/Topography, and access to Public Transportation.
Based on the site selection analysis, Dignity First proposes entering into a ground lease agreement with the
City of Bangor for the parcel of property located at 55 Cleveland St. (Map and Lot# R25-001-A). The terms of
the lease would allow the city of Bangor to retain ownership of the land while Dignity First assumes
responsibility for the ownership of the housing units and other structures on site as well as the operation and
management of Homeful Village.
Project Phases:
Phase 1: Research, listening, brainstorming; master site plan concept development; community partner
relationships; demo tiny home construction; management structures and timeline mapping.
Phase 2: Construction of the first neighborhood, including 20 tiny homes, a central Hearth Center,
Community Center, and infrastructure.
Phase 3: Construction of the second neighborhood with 20 tiny homes, a Hearth Center, and the Health
Resource Center.
Phase 4: Construction of the third neighborhood with 20 tiny homes, a Hearth Center, and the Village
Store/Creative Commons.
