Minutes
For meeting held on April 21, 2022 at5:15 p.m.
Members present: Edward Gould, Robin Perkins, Susan Dean, Jordan LaBouff, Erica Caron (via Zoom)

license denial – Christopher SpencerMr. Spencer spoke on his appeal of the denial of his request for a taxi cab license, stating that the directions were unclear and that he never intended
to conceal his criminal record. Mr. Spencer produced a copy of his Maine Criminal History Record to the Board of Appeals.
Sergeant Ed Potter spoke on his reasons for recommending denial of license. Sergeant Potter stated that the omission of 16 criminal convictions was the main reason for his denial. Sergeant
Potter added that had the applicant included his criminal record he would have consulted the Chief of Police and City Solicitor on the issue of “good moral character.”
Lisa Goodwin said all applicants are given written instructions with the application and are specifically told to “list everything.” Allyssa Anderson, who gave the applicant the instructions
and the application, testified that she told Mr. Spencer to list everything and that, when she stressed this point to him, he replied, “I’m good.”
Mr. Spencer spoke in rebuttal to the City’s employee’s testimony.
After discussion on the issues, motion to deny the appeal made by Member Robin Perkins. Member Erica Caron seconded the motion. Chair Gould requested a roll call vote. Members Susan
Dean, Erica Caron, Jordan LaBouff, Robin Perkins and Chair Ed Gould voted unanimously to deny the appeal.
Minutes from March 30, 2022 Finding of Facts meeting for Maple Valley Pharms approved with one correction made, correcting the date to read “March 30, 2022.” The Minutes passed with
a motion from Member Jordan Labouff. The motion was seconded by Member Robin Perkins. All members were in favor of passing Minutes as corrected from March 30, 2022, Finding of Facts
meeting.
Motion to adjourn made by Member Jordan Labouff and seconded by Member Robin Perkins. So moved, meeting adjourned.
